Willow I was appointed as the Koru of the Hokorian State early on July 3, 2025 following discussions between the Constitutonal Council, which directly involved Sakura I.
Their Majesty the Koru, Willow I said:
The Hokorian State has faced turbulence over the last few weeks, which has resulted in my return to leadership being nessesary. Early this morning, the Constitutional Council has elected me to become your Koru once again.
This is my third time serving as your leader- and although I wish that it could have been avoided this time around, I have been working throughout the day to create an action plan that I am here to share with you all.
The next week will involve change, as we work to overhaul the current structure which has proved fragile and overly reliant on the Koru.
My changes will involve giving greater power to the people and elected officials, and ensuring that the Hokorian State can survive for years to come. It will make the nation stronger against foreign influence, and it will ensure that the principles that our nation is built around stay at the core of everything we do.
The Koru’s plans
Giving greater power to the people
- The Government will be shut down for a period of time no longer than a week, to allow the Koru’s Office to restructure it to give greater power to elected officials and reduce the need for the Koru to be involved in day-to-day Government work.
- The Assembly will be overhauled to make it a single council system, consisting of officials elected by Hokorian citizens. Provisions will be made to transfer the Constitutional Council’s regency and succession duties elsewhere.
- An election will be held within the next few weeks to elect Members of the Assembly, with eight seats available to be filled. The leader of the party or coalition with the highest number of seats will become the Prime Minister. A Speaker of the Assembly will also be elected internally.
Enforcing the law and protecting security
- A Courts Service will be established to handle criminal and civil cases to ensure that people and organisations can be held to account.
- The Koru’s Office will bring charges to individuals who committed offenses under the National Security Act (2025), particuarly A2.S1 (‘foreign interference’) and A2.S4 (‘insurrection and sedition’).
