The Koru’s Office has formally advised that the Hokorian State remains in a continuing state of governance crisis due to sustained low participation across its democratic and institutional structures, including within the Hokorian Assembly.

In a statement to the Assembly floor, the Koru’s Office said:

It is the official opinion of the Koru’s Office that Hokoria remains in a state of crisis as a result of low participation, even from the members of this very Assembly.

This assessment is based on sustained patterns of inactivity and the increasing concentration of essential functions in the hands of a very small number of individuals. In practice, many legally required roles are vacant or only nominally filled, while a small core of participants carries a disproportionate share of responsibility.

In the view of the Koru’s Office, this creates a situation in which the absence of even one individual could seriously disrupt the operation of the State. This condition places Hokoria at risk of administrative paralysis and weakens the effective operation of democratic institutions.

The current constitutional and institutional framework was an attempt to fix the issue of Hokoria being made for a level of participation that no longer exists. I do not feel that the steps I have taken as Koru have done much, if anything, to fix this. The Koru’s Office therefore considers that this crisis is not temporary in nature but reflects a persistent structural condition affecting the stability and continuity of governance.

This assessment is presented to the Assembly to inform debate and consideration of the present circumstances and the challenges now facing the State.

Whilst debate in the Assembly is ongoing, the Koru issued a constitutional order to establish a Constitutional Review Convention which will conduct a structured review of the Constitution and advise the Koru on its future application, amendment or replacement.
