The Koru’s Office is pleased to see the Constitution of Lorc’h Statute being passed by the Lorchese Parliament. The Hokorian State and MPs in Lorc’h have been in negotiations over the last week to provide for Lorc’h being in free association with the Hokorian State.

The State of Lorc’h, soon to be known as the Commonwealth of Lorc’h under the new Constitution, was formed as a result of a separatist movement from the Hokorian State which was peacefully resolved back in July 2025 with the nation dropping claims of Hokorian territory and with the people involved being given a conditional exclusion from charges relating to national security offences.

The Lorchese people overwhelmingly support free association with the Hokorian State and the new Constitution which was written by incumbent Koru of the Hokorian State, Willow I with former Hokorian and Lorchese Koro, Arōnis nan Rūvas CStH.

Their Majesty the Koru, Willow I said:

I am pleased to see the establishment of free association between Lorc’h and the Hokorian State, which I believe represents an excellent outcome both for the people of Lorc’h and for the Hokorian people. Through this arrangement, Lorc’h will benefit from thefull backing and support of the Hokorian State across a range of areas of governance, while maintaining its own institutions and self-government. At the same time, the Koruship is once again unified, strengthening the constitutional and symbolic unity of our shared system.

Over the past week, the new Constitution of Lorc’h has been the subject of negotiations between myself and Arōnis. These discussions have been constructive and conducted in good faith, with the shared aim of establishing a stable and lasting constitutional framework for the Commonwealth of Lorc’h.

His Royal Highness, Arōnis nan Rūvas CStH said:

Today the Lorchese Parliament passed the new Constitution of Lorc’h. As many of you may remember, Lorc’h was founded after a split with the Hokorian State in July 2025. Lorc’h and Hokoria occupy a unique position, these two countries share their entire history and arguably the modern Hokorian State and State of Lorc’h originate from the same entity. Though this shared history was not always prosperous such as the schism upon our independence, I have always wished for Lorc’h to be closer to Hokoria.

The new constitution which was announced today marks a major turning point for Lorc’h. The opportunity this presents for us is enormous, to grow in friendship and unity with the Hokorian State. The new Commonwealth of Lorc’h which will be established on 17 March 2026 will be a state in free association with the Hokorian State. We will share a monarch in the Koru, judicial systems and will benefit from Hokorian support to truly improve what we have whilst maintaining independence and our own democracy. I think this will be a monumental opportunity for Lorc’h and Hokoria to grow together and finally gives us a permanent structure after having no constitution since independence. Until the constitution comes into effect on 17 March, Lorc’h will enter a short period of emergency rule to ensure stability and give us time to implement the new constitution so that the new state is fully functional upon foundation. When the Commonwealth of Lorc’h is officially established, the new era of prosperity and unity can truly begin.

The Constitution has been appointed by the Koru to come into force on March 17, 2026.
