A brief introduction
The Hokorian State is a self-proclaimed nation bordering the United Kingdom and Hong Kong. We were established in November 2024, with the enactment of the Constitution of the Hokorian State.
The Hokorian State is not the first ‘Hokorian nation’, and is in fact the fourth. It’s establishment follows the First Hokoria (Old Hokoria, 2023), the SM State of Hokoria (2024), and the State of Hokoria (2024). The Hokorian State is not a formal successor to any previous ‘Hokorian nation’, with the statuses of citizens/nationals and the claims over territories being inconsistent across all ‘Hokorian nations’.
Not just make-belief
Under the Montevideo Convention on the Rights and Duties of States of 1933, the Hokorian State can be classified as a nation due to it having a permanent population, a defined territory, a government and the capacity to enter into relations with other states.
Ultimately, whether the Hokorian State is actually classified as a nation is down to recognition from foreign nations.
Our leadership and government
Hokoria is an elective monarchy, with Monarch of Hokoria being The Koru. The incumbent Koru of the Hokorian State is Willow I. Our Constitution provisions for a democratically elected Legislative Council, which will work to hold The Koru and their Government accountable.
Our Government is a central executive authority, known as Their Majesty’s Royal Government (or simply the ‘Hokorian Government’). It consists of multiple Government ministries, organisations and offices, with the executive office being Their Majesty’s Royal Office.
The Government is held accountable by the Hokorian Assembly’s Legislative Council- which also has the function of introducing law. The Legislative Council is overseen by the Koru, comprising of democratically elected Councillors.
The Koru themselves is elected by the Hokorian Assembly’s Constitutional Council, upon The Koru’s death, incapacitation or abdication. There has not been an elected Koru.
