Introduction
I am sad to report that the current system in which the Hokorian Government operates is not working effectively. The Government is largely disconnected with the community due to my orders to avoid making the Government centred around the ‘WeAreHokoria’ community.
Hokoria’s community Discord server has a large following and has been used by previous Hokorian nations to host Hokoria’s community. Under current arrangements, the WeAreHokoria community is overseen by the WeAreHokoria organisation. This arrangement does not work well, due to a lack of Hokorian citizens to participate in such organisations. It has also limited the Government’s ability to connect with the community, due to a severe lack of infrastructure and a disconnect between Government staff and information such as contact information and access to official communication profiles (such as on Bluesky, Twitter/X or Threads).
These issues that we are facing are down to the way that the previous State of Hokoria was dissolved. I instructed my Government to sever links to the previous State of Hokoria, including cutting off former State of Hokoria citizens by not continuing nationality after the Hokorian State was formed. This has resulted in a regress in the Government’s capabilities and the number of people that we serve and work alongside. A great focus on formality took over what actually mattered: the community.
In order to resolve and address these issues, and more, I am setting out my plans on getting Hokoria on-track to succeed and thrive as a nation.
Constitutional amendments and repealing of law
There will be amendments made to the Constitution of the Hokorian State, in accordance with Chapter 7. As there is no Hokorian Assembly, the amendments will automatically take place.
These amendments will:
- Make reforms to the Government system and leadership structure to:
- Create a Prime Minister position that will lead the Government,
- Create Ministerial positions to replace Royal Advisors.
Additionally, amendments will be made to the Hokorian Nationality Act 2024 to:
- Create new Hokorian nationality statuses to replace the general ‘Hokorian national’ status:
- As Hokorian citizenship,
- As Atlantean-Hokorian citizenship,
- As Conditional Hokorian citizenship.
- Grant the power to enable or disable the Conditional Hokorian citizenship system to the Ministry of National Affairs.
- Grant the power to enable or disable the requirement of awarding subjects with a document certifying their Hokorian nationality to the Ministry of National Affairs.
- Unify the separate Hokorian nationality application and registration systems to make acquiring or claiming Hokorian nationality simpler and more accessible.
Launch of a simpler nationality scheme
The Ministry of National Affairs will launch a ‘simpler Hokorian nationality applications’ scheme to make it easier for individuals to apply for Hokorian nationality, and make it faster for these applications to be processed.
This scheme will utilise the WeAreHokoria Discord community and will be targetted towards both existing and new members of the server. It will have a target of 35 applications, and will take place between mid-December and the end of March.

WeAreHokoria membership drive
To accompany the Ministry of National Affairs’ simpler nationality scheme, Their Majesty’s Royal Office will launch a membership drive for the WeAreHokoria Discord community server. This way, there should be a steady flow of members who are interested in becoming Hokorian nationals.
Their Majesty’s Royal Office will take over the WeAreHokoria organisation, and its duties.
Launch of the Hokorian Assembly
The Hokorian Assembly will first be launched with the appointment of a Constitutional Council. Later, a general election will take place to elect a Prime Minister and a Legislative Council.
1st General Election
Their Majesty’s Royal Office is hoping to arrange for the 1st General Election to take place at the start of April 2025, after the Ministry of National Affairs’ simpler nationality scheme ends.
Political party registrations are likely to be opened a month before the election, with candidacy registrations likely to open 2 weeks before the election.
1st Prime Minister
The 1st Prime Minister, succeeding any appointed Caretaker Prime Ministers, will be elected in the 1st General Election. They will be the leader of the party with the most seats in the Legislative Council, and will have powers to oversee Government operations and bring their policies to life.
