Background
This guidance is published by Their Majesty’s Royal Office for the Ministry of National Affairs to follow in processing and requesting joint-nationality confirmatons.
The Government is permitted by law to enter into agreements with foreign nations regarding joint-nationality. In order to abide by the terms of any agreements, the Ministry of National Affairs has a ‘confirmation’ programme that allows Hokorian officials and foreign officials to confirm joint-nationality.
Sending requests
When a Hokorian national indicates that they have a nationality that is subject to a joint-nationality agreement, the Ministry of National Affairs should request confirmation from that nation’s authorities.
What to request
The request should be for that nation’s authorities to confirm whether the named Hokorian citizen is a national of their nation.
It should include:
- The name and nation of the authority it is being sent to
- The details of the applicable document, treaty or agreement
- The subject’s name, other names, date of birth, nationalities and email address
- The requestee’s name and email address
- The date of the request
Requests should copy in (CC) the applicable Ambassador to that nation, if applicable. If there is no applicable Ambassador, the applicable Ministry of International Affairs Local Affairs Team should be copied in (CC).
What to do with the confirmation
The confirmation should be included on the reviewer notes and should indicate that the subject is a joint-national of Hokoria and that other nation.
For example, “Hokorian and Cycoldian joint-national”.
What to do with a refused confirmation
If the confirmation is refused by the authority, it should be escalated to your superior, or the applicable Ambassador or Local Affairs Team.
The refused confirmation should be included on the review notes and should indicate that the subject is a disputed joint-national of Hokoria and that other nation.
For example, “Hokorian and Cycoldian joint-national (disputed)”.
If a superior, the applicable Ambassador or Local Affairs Team determines that the subject is in fact not a national of that other nation, then the reviewer notes indicating the disputed joint-nationality should be erased.
The nationality should also be erased from the subject’s nationality notes.
Ready proof of nationality
If a subject provides evidence of having nationality in that nation (such as a letter from the authorities of that nation indicating so), then a joint-nationality confirmation request should not be deemed necessary.
Other forms of proof may include:
- Passport of that nation
- Citizenship certificate
- Non-refugee travel documents from that nation
Any other form of proof may be accepted or denied at the discretion of the applicable Ambassador or Local Affairs Team. That nation’s authorities should be contacted to inform them that the individual is a Hokorian national, and is recognised as a joint-national.
Receiving requests
The authorities of foreign nations may send a request to confirm the joint-nationality of one of their nationals.
Requirements of requests
The Ministry of National Affairs may refuse any requests if they do not meet the requirements.
The requirements are that:
- The request must be specific and not broad
- The request must state whether the subject is a national of their nation
- The request must state the individual and authority it is coming from
- The request must be dated
- The request must clearly indicate what is being requested
