Under Hokorian law, a person may become a citizen in several ways, including by birth, adoption, registration, naturalisation or by an award of citizenship made by the Koru.

Citizenship determines who is recognised as belonging to the Hokorian State.

Citizenship by birth

A person is automatically a citizen by birth if:

  • They were born within the territory of the Hokorian State, or
  • They were born outside the State and have at least one parent, grandparent or great-grandparent who is a citizen.

Citizenship by adoption

A person becomes a citizen if they are legally adopted by at least one parent, grandparent or great-grandparent who is a citizen.

Citizenship by registration

Some people may be registered as citizens. This includes:

  • The spouse of a citizen
  • The minor child of a citizen who is not otherwise a citizen by birth
  • A minor who has been in the care of the State for at least one calendar year
  • A person awarded citizenship by the Koru

Registration is granted at the discretion of the Koru.

A person cannot be registered if:

  • A lawful instrument prohibits recognition as a citizen
  • They are charged with a qualifying offence
  • They have been found guilty of a qualifying offence within the previous two calendar years and are aged fifteen or over
  • They previously renounced Hokorian citizenship.

Citizenship by naturalisation

A person may apply for naturalisation if they:

  • Have resided in the Hokorian State for five consecutive calendar years, and
  • Make any declaration or affirmation required by the Koru.

Naturalisation is granted at the discretion of the Koru.

A person cannot be naturalised if the same restrictions listed above apply.

Citizenship by award

The Koru may award citizenship to any person.

However, citizenship cannot be awarded if the person:

  • Is subject to a lawful prohibition
  • Is charged with a qualifying offence
  • Has been found guilty of a qualifying offence within the previous two calendar years and is aged fifteen or over.

Register of citizens

All citizens are recorded in the Register of Citizens, which is maintained under the authority of the Koru.
