The Ministry of Digital Development may, with the authorisation of the Koru’s Office or the Prime Minister’s Office, offer digital services to domestic and foreign clients, including governments and partner organisations. These services are provided on a discretionary basis and may be withdrawn at any time.

Services typically, but not always, include web hosting, DNS management and email services. By using MDD services, you agree to the following conditions:

Content and usage rules

  • Illegal, sensitive, pornographic, sexual or otherwise disturbing content shall not be hosted on services provided by the MDD.
  • Content that promotes violence, hate, harassment or discrimination is not permitted.
  • Malware, harmful code or tools intended to damage or disrupt systems must not be uploaded or distributed.
  • Services must not be used for spamming, phishing or any other fraudulent activity.
  • Attempts to bypass security, access unauthorised areas or interfere with MDD systems are prohibited.
  • Clients are responsible for keeping their account credentials secure and must not share access without authorisation.
  • Clients must not use anonymisation or obfuscation tools to hide harmful, unlawful or unauthorised activity.
  • Clients must ensure any third parties acting on their behalf follow these conditions in full.

National interest and security

  • Clients must not use MDD services in any way that harms national security, public safety or the stability of government systems.
  • Services must not be used to undermine diplomatic relations, interfere with political processes or weaken the strategic interests of the nation.
  • Foreign clients, including governments, must not use MDD services to influence or interfere with domestic affairs.
  • Domestic clients must not use MDD systems to disrupt or target foreign governments, partners or organisations.
  • Hosting, storing or transmitting data on behalf of individuals or organisations that pose a security risk is prohibited.
  • MDD systems must not be used for hostile cyber activity, intelligence gathering or unauthorised surveillance.
  • Data provided to the MDD must be lawful, safe to handle and not subject to classification restrictions the MDD has not agreed to process.

Technical and operational conditions

  • Clients must only use resources within the limits granted to them and must not engage in activities that overload, disrupt or degrade national digital infrastructure.
  • The MDD does not guarantee uptime, performance or long-term availability of any service.
  • The MDD may modify, restrict or withdraw any service without notice for maintenance, security or operational reasons.
  • The MDD may suspend or terminate services immediately if a client breaches these terms, poses a security risk or engages in harmful behaviour.
  • Any suspicious activity, security issue or breach involving an MDD service must be reported promptly.

Legal and compliance

  • Use of MDD services must comply with all applicable laws, regulations and agreements.
  • Services must not be used in ways that breach international sanctions, export controls or treaty obligations.
  • Clients are fully responsible for the legality and accuracy of the data they store, host or distribute using MDD systems.

Discretion and right to refuse

  • The MDD retains full discretion to refuse, limit or withdraw services from any domestic or foreign client if providing the service is not considered to be in the nation’s best interest.
  • The MDD may decline any request where the purpose, content or intended outcome is unclear or presents a risk to national, operational or diplomatic interests.

Suspension, removal and data deletion

  • The MDD may suspend, restrict or terminate any service at any time without prior warning.
  • The MDD may immediately delete data, accounts or hosted material if it is found to contain illegal, sexually explicit, harmful, disturbing or otherwise prohibited content.
  • The MDD may remove data or disable access where a client is suspected of breaching these terms, even before an investigation is complete.
  • The MDD is not responsible for backing up or preserving client data in cases of suspension, termination or deletion.
  • No compensation, restoration or recovery is guaranteed following suspension or removal of services.

Changes and disputes

  • The MDD may update or amend these conditions at any time without prior notice, but clients will be informed once changes have been made.
  • Any disputes relating to MDD services must be resolved through domestic processes and are not subject to foreign jurisdiction.
