An Order to establish foundational standards for time, measurement, language, civil format and related systems for use across the Hokorian State.

ENACTED by the Koru of the Hokorian State under the Constitution of the Hokorian State.

Part I- Preliminary

Section 1- Short title

  1. This Order may be cited as the Civil Standards Order, 2025.

Section 2- Commencement

  1. This Order shall come into force on a date appointed by the Koru of the Hokorian State.

Section 3- Interpretation

  1. “State” means the Hokorian State;
  2. “Koru” means the Koru of the Hokorian State;
  3. “Official documents” include laws, court records, government publications, digital systems and public records;
  4. “Metric system” means the system of measurement defined under the International System of Units (SI);
  5. “Gregorian calendar” means the calendar introduced by Pope Gregory XIII in 1582 and used internationally.

Part II- Time, Date and Calendar

Section 4- Time zones

  1. The State shall not observe daylight saving time.
  2. The Dama and Trevethan provinces shall use the UTC+1 time zone.
  3. The Serenia province shall use the UTC+8 time zone.

Section 5- Time format

  1. The 24-hour time format shall be used in all official documents.
  2. All official time entries shall use leading zeroes where needed.
  3. All official digital systems shall synchronise with official State time servers.

Section 6- Date format

  1. The day-month-year (DMY) date format shall be used in all official documents.
  2. All official date entries shall use slashes as separators (e.g., 02/10/2025).
  3. Leading zeroes shall be used for all single-digit days and months.

Section 7- Week structure

  1. The week shall begin on Monday and finish on Sunday.
  2. This structure shall be used in all official documents and systems.

Section 8- Calendar system

  1. The Gregorian calendar shall be the official calendar of the State.
  2. The use of traditional, religious or ceremonial calendars may be permitted in cultural or symbolic contexts.

Part III- Measurement and Number Systems

Section 9- System of measurement

  1. The metric system shall be the sole legal system of weights and measures in the State.
  2. All public, commercial and educational uses shall follow the metric system.

Section 10- Units of measurement

  1. The following units shall be used in official documents-
    1. Millimetres, centimetres, metres and kilometres for length;
    2. Grams and kilograms for mass;
    3. Millilitres and litres for volume;
    4. Degrees Celsius for temperature.

Section 11- Numbering system

  1. The Hindu-Arabic numeral system (0-9) shall be the official numbering system of the State.
  2. Commas shall be used to separate thousands (e.g., 1,000).
  3. A full stop shall be used as the decimal point (e.g., 3.14).

Part IV- Language, Script and Civil Format

Section 12- Official language

  1. The official language of the State shall be the English language, in accordance with the Constitution of the Hokorian State.
  2. English shall be used in all official documents, publications, signage and proceedings of the State.
  3. Additional official languages may be recognised by law, and used in such areas and for such purposes as the law shall prescribe.

Section 13- Script and writing system

  1. The State shall use the Latin script in all official documents and signage.
  2. The English language shall be written from left to right using standardised spelling, grammar and punctuation.
  3. The Koru of the Hokorian State may publish or adopt official spelling and grammar standards to ensure consistency.

Part V- Civil Records and Digital Systems

Section 14- Name structure

  1. Legal names shall follow the structure of ‘Given Name Surname’.
  2. Only letters from the Latin script shall be used in legal names unless otherwise permitted.

Section 15- Timestamps

  1. All official digital systems shall include timestamps in the format DD/MM/YYYY HH:MM:SS.
  2. Timestamps shall reflect local time unless UTC is required.

Part VI- Territory

Section 16- Official names of places

  1. All names of provinces, cities, towns and streets shall be determined by the Koru or by law.
  2. Changes to official place names shall be made by order of the Koru or an Act of the Assembly.

Part VII- Public Holidays and Working Days

Section 17- Public holidays

  1. Public holidays shall be declared by the Koru of the Hokorian State.
  2. The Koru may establish national or provincial holidays as needed.

Section 18- Working days

  1. The working week shall begin on Monday and finish on Thursday.
  2. Friday, Saturday and Sunday shall not be working days for State administration unless otherwise declared.
  3. Standard working hours for public offices shall be 10:00 to 17:00 unless otherwise stated.

Part VIII- Miscellaneous

Section 19- Uniformity of standards

  1. All Offices, Agencies and Partners of the State shall comply with the standards set out in this Order.

Section 20- Transition and legacy formats

  1. Documents and systems made before the commencement of this Order may remain in use for archival and reference purposes.
  2. Where legacy formats are used, they shall be clearly dated and not misleading.
