A Constitutional Order to provide for the conduct of the August 2025 general election to the Hokorian Assembly, under the Constitution of the Hokorian State.

ENACTED by the Koru of the Hokorian State under the Constitution of the Hokorian State.

Section 1- General Election

  1. A general election to the Hokorian Assembly shall be held in August 2025.
  2. Seven seats shall be contested in the election.

Section 2- Candidacy

  1. Any Hokorian National aged fourteen years or over shall be eligible to stand as a candidate, except where otherwise restricted by law or the Constitution.
  2. Candidates shall stand in their own capacity as individuals, without requirement of political party affiliation.
  3. Nothing in this Order shall prevent an elected Member of the Assembly from registering a political party or joining a political party following their election.
  4. The Koru’s Office shall administer the candidate nomination process and may specify the form and manner of nominations.

Section 3- Voting and Counting

  1. The election shall be conducted by secret ballot under the conditions of transparency and equality.
  2. The election shall be administered using the Scottish Single Transferable Vote Method, also known as the Weighted Inclusive Gregory Method (WIGM).
  3. The Koru’s Office shall be responsible for the counting of ballots and the declaration of results.

Section 4- Declarations of Interest

  1. Every successful candidate shall, upon election, complete a Declaration of Interests form as required by the Koru’s Office.
  2. The Declaration of Interests shall include disclosure of-
    1. Positions in foreign governments presently held or held within the last three months; and
    2. Leadership positions in foreign or domestic businesses, organisations or political parties presently held or held within the last three months; and
    3. Receipt of money, gifts or services within the last one month relating to the candidate’s campaign or their service as a Member of the Assembly.
  3. Knowingly and purposefully failing to make a declaration of interests shall constitute an offence and may result in charges being brought against the Member.
  4. It shall be the responsibility of each Member of the Assembly to ensure their declaration is accurate and complete.

Section 5- Certification of Results

  1. The Koru’s Office shall certify the official results of the election within twenty-four hours of the completion of the count.
  2. The results shall be published publicly by the Koru’s Office.

Section 6- Expiry of Order

  1. This Constitutional Order shall apply only to the August 2025 General Election.
  2. Upon the certification of results under Section 5, this Constitutional Order shall cease to have effect.
