An Order to establish a temporary constitutional body to consider and determine the status, operation and future of the Constitution of the Hokorian State.
ENACTED by the Koru of the Hokorian State under the Constitution of the Hokorian State.
Part I- Preliminary
Section 1- Title
- This Order may be cited as the Constitutional Review Convention Order, 2026.
Section 2- Commencement
- This Order shall come into force immediately upon enactment.
Part II- Establishment of the Convention
Section 4- Establishment
- There is established a body to be known as the Constitutional Review Convention.
- The Convention is a temporary constitutional body.
Section 5- Chair
- The Convention shall be chaired by the Koru of the Hokorian State.
- The Chair shall preside over all proceedings of the Convention.
Section 6- Membership
- The Convention shall consist of:
- the Chair; and
- such persons as are appointed by the Koru of the Hokorian State.
- Appointments under subsection (1)(2) shall be made at the discretion of the Koru.
- The Koru may remove or replace any appointed member at any time.
Part III- Functions and Authority
Section 7- Functions of the Convention
- The Convention shall consider and determine, collectively, matters relating to:
- the continued operation of the Constitution;
- the suspension, amendment or replacement of constitutional provisions;
- the structure of democratic and executive institutions under the Constitution;
- any temporary or transitional constitutional arrangements.
- The Convention may formulate recommendations, proposals or determinations relating to these matters.
Section 8- Authority
- The Convention acts in an advisory and deliberative capacity to the Koru.
- No determination of the Convention shall have legal effect unless enacted or authorised by the Koru in accordance with the Constitution.
Part IV- Procedure
Section 9- Procedure
- The Convention may regulate its own procedure, subject to the direction of the Chair.
- Proceedings may be conducted in any form determined appropriate by the Chair.
- The Convention is not bound by formal legislative or judicial procedures.
Part V- Duration and Dissolution
Section 10- Duration
- The Convention shall continue until dissolved by the Koru of the Hokorian State.
Section 11- Dissolution
- The Koru may dissolve the Convention at any time by order.
- Upon dissolution, any unfinished deliberations shall lapse unless otherwise directed by the Koru.
Part VI- Miscellaneous
Section 12- Non derogation
- Nothing in this Order limits or restricts the constitutional authority of the Koru.
