An Act to provide for the creation, conferment, regulation and revocation of State honours, styles, dignities and post-nominals; to establish an Order of Precedence of the Hokorian State; and for related purposes.
ENACTED by the Koru of the Hokorian State under the Constitution of the Hokorian State.
Part I- Preliminary
Section 1- Short title
- This Act may be cited as the Honours, Styles and Dignities Act, 2025.
Section 2- Commencement
- This Act shall come into force on a date appointed by the Koru of the Hokorian State.
Section 3- Interpretation
In this Act, unless the context otherwise requires-
- “State” means the Hokorian State;
- “Honour” means any order, decoration, medal, title, dignity or distinction recognised by the State;
- “Style” means a formal title or form of address recognised by the State;
- “Post-nominal” means letters authorised to be used after a person’s name to denote an honour, office or dignity;
- “Foreign national” means a person who is not a citizen;
- “Order of Precedence” means the formal ranking of honours, styles, dignities and post-nominals within the State.
Part II- State Honours
Section 4- Establishment of honours
- The State may maintain systems of honours, orders, decorations, medals, titles and dignities.
- Honours may be conferred upon-
- citizens; and
- foreign nationals.
Section 5- Authority to create and abolish honours
- The Koru of the Hokorian State may create, amend or abolish honours through Constitutional Order.
- The Assembly may create, amend or abolish honours by Act or resolution, subject to assent in accordance with the Constitution.
Section 6- Conferment and revocation
- Honours shall be conferred, suspended, revoked or restored by the authority that created them, in accordance with such conditions as may be prescribed by law or Constitutional Order.
Part III- Styles and Dignities
Section 7- Authority of the Koru
- The Koru of the Hokorian State may, by Constitutional Order-
- create, amend or abolish official styles and dignities;
- attach styles and dignities to offices, functions, honours or classes of persons;
- prescribe the form and manner of address of any style.
Section 8- Style of former Korus
- Every former Koru of the Hokorian State shall bear for life the style of-
- His Royal Highness;
- Her Royal Highness; or
- Their Royal Highness.
Section 9- Other official styles
- The Koru may establish additional styles for Regents, successors, Ministers, judges, officers of the State and any other position or class of persons.
Part IV- Post-Nominals
Section 10- Creation and regulation
- The Koru may, by Constitutional Order, create and regulate official post-nominals.
- Post-nominals may denote honours, offices, appointments or distinctions recognised by the State.
Section 11- Eligibility and revocation
- The Koru may prescribe eligibility, duration and conditions for the use of post-nominals.
- The Koru may revoke the right to use post-nominals in accordance with Constitutional Order.
Part V- Order of Precedence
Section 12- Establishment
- The Koru may, by Constitutional Order, establish and maintain an Order of Precedence of the Hokorian State.
Section 13- Effect
- The Order of Precedence shall determine-
- the ranking of honours, styles and dignities;
- the order of post-nominals;
- ceremonial and protocol ranking for all public authorities.
- The Order of Precedence shall be binding upon all organs of the State.
Part VI- Registers and Records
Section 14- Register of Honours and Dignities
- The Koru’s Office shall maintain a Register of State Honours and Dignities.
- The Register shall include-
- honours in force;
- recognised styles;
- authorised post-nominals;
- Orders of Precedence currently in effect.
Part VII- Offences and Protections
Section 15- False claims
- A person commits an offence if they knowingly-
- falsely claim a State honour, style or post-nominal; or
- impersonate a holder of a recognised dignity.
Part VIII- Miscellaneous
Section 16- Legal effect
- No honour, style, dignity or post-nominal shall confer legal authority unless expressly provided by law.
Section 17- Saving
- Any honour, style or dignity lawfully created prior to the commencement of this Act shall continue in force unless amended or abolished in accordance with this Act.
Section 18- Regulations
- The Koru may make regulations for the purpose of carrying this Act into effect.
