• Prime Minister launches national archives

    The Prime Minister has established the Hokorian National Archives, a new Government organisation with the responsibility of preserving and archiving materials public materials and documents.

    At the recommendation of the Prime Minister, Patreyk Narjid has been appointed by the Koru as the organisation’s Director.

    The Prime Minister, Christopher Slant said:

    I am honoured to appoint Mr Narjid to the position of the Director of the Hokorian National Archives. Having a department for managing a national archive is vital to our operation and establishing such a department has been my plan for quite a long time. Mr Narijd is very experienced in these matters. I believe he can put this expertise to good use.

    The Director of the Hokorian National Archives, Patreyk Narjid said:

    As Director of the Hokorian National Archives, I will ensure the absolute cohesion and transparency of the agency and its libraries. The end-goal is the quality of life for the government outsider; a much more organised means of locating Hokorian documents and records – old and new. Despite its trivial role, the HNA will serve a very important role in Hokorian democracy, transparency, and organisation overall.

  • New laws to protect national security come into force

    Two bills were unanimously approved by the Constitutional Council today after being proposed by the Koru, working alongside the Prime Minister.

    The National Security Act 2025 and the Terrorism Act 2025 establish national security, terrorism law and related offences, whilst giving the Government the powers that it needs to combat any future threats and protect national integrity and the safety of Hokorians.

    Their Majesty’s Office has also announced that the Cabinet will convene to discuss proscribed organisations, with the aim of the meeting being to create the Registry of Proscribed Organisations.

  • The Cabinet is to convene virtually in the next 7 days in order to discuss proscribed organisations, after the Constitutional Council passed the Terrorism Act 2025.

    The Koru, Willow I said:

    I am convening my Cabinet in order to discuss an important matter relating to proscribed organisations after my Bills regarding terrorism and national security were passed by the Constitutional Council.

    We will be working to create a list of organisations that will be proscribed in accordance with these laws.

    The aim of the Cabinet meeting is to create the Registry of Proscribed Organisations.

  • The Secretary of State for International Affairs has signed the Euro-Atlantic Cooperaton Organisation’s Renewed Treaty of Functioning after the treaty was unanimously approved by the Constitutional Council earlier today.

    Koru and Ambassador to the EACO, Willow I said:

    The Hokorian delegation and my Government have fully supported the renewed treaty and we’re very pleased to be able to ratify it.

    Secretary of State for International Affairs, Asa Ward said:

    From my work so far, I am very glad that this development with the EACO has been successful. Hokoria is already working with partners in the EACO to find prosperity, and I am proud of our nation not wasting any time to support such an important renewal. Hokoria is more than happy to be able to cooperate with the EACO, and we hope this renewed treaty will stand the test of time and only allow the organisation to grow in size and influence.

    The renewed treaty was passed by member states earlier this week and was supported by the Hokorian delegation, after it’s initial concerns about some parts of the treaty were resolved by Libertalia and Vinland’s delegates.

  • Koru makes Government appointments

    Through constitutional order, they established:

  • Their Majesty Koru Willow I has closed the 1st Legislative Council and dismissed the Speaker and Legislative Councillors.

  • The Koru has moved the date of the general election, closed the Legislative Council and has proposed a Constitutional Amendment to the Constitutional Council following earlier discussions with their Chief Advisor.

    I have made the careful and calculated decision to effectively close the Legislative Council and suspend the upcoming general election in order to clear a growing backlog in the Legislative Council and to further strengthen the Council’s policies in order to ensure that we can build a robust style of democracy in Hokoria.

    I do not intend to hold the general election in May or in June. My Constitutional Council will continue to assume the Legislative Council’s powers and duties until the time is right.

  • The Koru’s Office is announcing that in June 2025 (starting on the June 2, 2025 and ending on the June, 4 2025), a general election will take place to elect new Legislative Councillors to the Hokorian Assembly’s Legislative Council.

    Registering candidacy

    Registration will take place digitally. Registering as a candidate will open on May 12, 2025 and will end on May 26, 2025. Any Hokorian national may register as a candidate.

    Registering a political party

    Political party registration will reopen on May 12, 2025 and will remain open indefinitely. Any group of 3 or more Hokorian nationals may register a political party. Political parties that registered with and were approved previously do not have to re-register.

    Polling

    Polling will take place digitally, with unique links to digital ballots being sent out to every registered Hokorian national. Voting will start at 0:00 on June 2, 2025 and will end at 0:00 on June 4, 2025.

  • The recent move by Israeli Cabinet ministers to approve the capture of the entire Gaza Strip is concerning and will bring further suffering for Palestinians if the international community does not intervene.

    The Israeli Government and it’s forces have proved time and time again that they see Palestinians as subhuman- an indefinite presence in the Strip will only cause further suffering to a population that has seen horrors committed against them.

    It’s time that the international community steps in and stops this genocide and occupation.

  • The recent ruling by the British Supreme Court is disappointing, will have terrible consequences for trans women and is a step backwards in the fight for trans rights.

    No nation should discriminate against its people, and should only be fighting to ensure that everyone is equal and can live their lives exactly how they want to.

    My Government stands with all British-Hokorians and Hokorians in the United Kingdom who the ruling impacts, and we support calls for the matter to be taken to the European Court of Human Rights.

    Our thoughts are also with the thousands of trans women in the United Kingdom.

  • Today, April 16, 2025, the British Supreme Court passed unanimously that transgender women are not covered by the legal definition of “women”, which now only applies to biological sex. This means that single-sex services now no longer cover transgender women.

    I can only express my utmost disappointment and anger towards the Court. This is a blatant violation of rights of transgender woman. This can only mean that transgender women are now no longer legally viewed as women, which will only embolden anti-transgender groups and encourage discrimination and denial of services towards transgender women.

    As this is a blatant violation of human rights, I fully support calls to take this to the European Court of Human Rights and restore to transgender women their natural rights of being females. I also encourage others to speak out when blatant injustice is served like this, and stay vigilant and united against threats.

  • Chief Advisor restricts new foreign military forces

  • Koru to repeal and enact new Constitution

    Koru Willow I will repeal the current Constitution of the Hokorian State and enact a new Constitution, after receiving the full support of the Legislative Council and Constitutional Council.

    “By enacting this new Constitution, we will be strengthening existing provisions and enacting new ones that are urgently needed. We will also be providing an important change to our nation’s structure, establishing the Koru’s Residence as a separate entity to the Government in order to allow for greater control of the Government for our elected officials.”

  • The Ministry of International Affairs has published the Delegation to the Euro-Atlantic Coopration Organisation‘s EACO strategy for 2025.

    The Koru said:

    “We’re keen to be transparent to the Hokorian people and other delegations in regards to what the Hokorian delegation will be working towards in regards to the Euro-Atlantic Cooperation Organisation. The Government’s strategy has been scrutinised by the Hokorian Assembly’s Legislative Council, and the Ministry of International Affairs commits to fulfilling every part of our strategy.”

  • The WeAreHokoria organisation is launching a new public Activity Board, hosted within the WeAreHokoria online community server, to focus on matters relating to national growth, funding and Citizen engagement.

    The Board is open to anyone by emailing [email protected] or by asking within the online community server. Citizens and non-Citizens are welcome.

  • The Hokorian Government has worked alongside the Government of the Unitary Republic of Curnon in order to rework the Joan Convention, a convention on protecting LGBTQIA+ rights.

    Under the rework, the Joan Council, consisting of the Unitary Republic of Curnon and the Hokorian State, both oversee the Convention.

    In a joint statement, the Curnon and Hokorian Governments said:

    The Curnon Government and the Hokorian Government, making up the Joan Council, are pleased to announce a major rework of the Joan Convention.

    The Joan Convention has been reworked to provide clearer language, protect more rights that are reasonable and realistic for micronations to enforce and to allow for better modification and management of the Convention.

    We’ve also made the Convention’s mission and purpose even clearer- protecting LGBTQIA+ people and ensuring accountability in regards to LGBTQIA+ rights among micronations.

  • On the 25th February 2025, the Hokorian State became a Member State of the Euro-Atlantic Cooperation Organisation after a vote within the organisation’s General Assembly.

    In the EACO, the Hokorian State is represented by the Delegation of the Hokorian State to the Euro-Atlantic Cooperation Organisation, with the Koru acting as the nation’s representative.

    In a statement shared with the General Assembly, the Koru said:

    Delegates and friends, it is my pleasure and the pleasure of the Hokorian State to be here among you all as a Member Representative within the Euro-Atlantic Cooperation Organisation.

    I and my Government look forward to working alongside each and every one of you as we work towards strengthening bonds, breaking barriers and working on meaningful projects to allow each and every one of us to prosper.

  • 3 years on, Hokoria stands with Ukraine. Слава Україні!

    The Koru, Willow I, said:

    Three years ago, Russia launched an invasion into Ukraine- an unjustifiable escalation that it had days earlier denied was going to happen. I remember hearing Putin’s announcement very early in the morning, speaking to some Ukrainians who were reasonably scared, Ukrainians who had done nothing other than have their own sovereign identities.

    Little would any of us know, the war still wages on three years on. The United Nations reports that the war has cost over 11,520 Ukrainian civilian lives, has injured 23,600 Ukrainian civilians and has displaced over 6,900,000 Ukrainian civilians. The Prosecutor General’s Office of Ukraine has recorded over 146,900 war crimes committed by Russia.

    Three years of reports about Russia’s horrific acts has left a lot of people being desensitised. Some Ukrainians themselves have found themselves desensitised to the regular sirens wailing across cities, just another day.

    Across the Atlantic Ocean, leaders say that a deal can be reached- even daring to go behind Ukraine’s back in order to negotiate a deal with Russia. To this I have said, and will say again, that Ukraine and nobody else will decide their future. The world must stand by Ukraine and any decision it makes about its nation- whether that’s to continue resisting Russia, to make a deal with Russia or absolutely anything else.

    However, we must also remind ourselves that this war did not begin in 2022. It began 11 years and 4 days ago on the 20th February 2014, with Russia’s annexation of Crimea.

    Ukrainians have shown courage and true patriotism in the face of tyranny, and I stand firmly with President Zelenskyy’s aspirations for a future with Ukraine as a member of the European Union  and as a member of NATO. Ukraine being a member of NATO could be the only thing that makes Russia think twice before launching another invasion. Europe must continue to support Ukraine militarily and must commit to ensuring that any deal made with Russia is on Ukraine’s terms and Ukraine’s terms only.

    The Chief Advisor, Christopher Slant, said:

    It has been three years since the start of the Russian invasion into Ukraine. Three years since Russian President Vladimir Putin declared a “Special Military Operation” after months of denial that Russia would attack. Three years since the Russian Army illegitimately entered the sovereign territory of Ukraine, three years since the oppression of the Ukrainian people under Russian control.

    Every day, we see reports of war crimes, torturing, displacement, and some even allege genocide. It has stopped becoming a sensation to us: it’s so common we have been desensitised. It’s just numbers and statistics to us. Yet, when we war watching from far away, in the comforts of our own homes, many Ukrainians face the danger of bombing, incarceration, losing their loved ones, and even brutal torture.

    Anyone that supports Russia on this matter cannot be viewed as a sane human being. This is clearly an act of aggression, and inaction only signifies support for the aggressor. The recent news of foreign leaders discussing a peace treaty without Ukrainian participation dangerously echoes a certain moment in history, where one thought aggression can be stopped by concessions. This has been proven to be impossible, and peace can only be achieved on Ukraine’s terms without any form of compromise.

    Crimea. Donetsk. Luhansk. Zaporizhzhia. Kherson. Kharkiv. Mykolaiv. All of these regions belong to Ukraine, and it’s time the Ukrainian people retook control of their own state. I firmly believe President Voldymyr Zelenskyy will eventually lead Ukraine to an inevitable victory for Ukraine, and for the world.

  • The requests

    • Provide a formal explanation of the minimum age requirement for the Ministry of National Affairs’ fast citizenship scheme

    The response

    I’d like to thank Councillor nan Rūvas for his requests, as well as the non-citizen that these requests relate to. We’re committed to listening to everyone, not just Councillors and Hokorians.

    Palestine

    In regards to the matter of recognition of the State of Palestine, this was a strategic decision made due to there being instability in regards to the governance of that particular region. The lands of Palestine are contested by various parties.

    It is unreasonable and would be logistically difficult for Palestinians or Israelis to be removed from those lands. We are keen for two states to exist, as outlined in UN General Assembly Resolution 181 (II).

    In order for that to happen, various issues need addressing. These include the hostages that remain in Gaza, the ongoing genocide against Palestinians, radicalisation of Palestinians and Israelis and the protection of places of international interest.

    Every person deserves a peaceful existence. We condemn the ongoing genocide against Palestinians, as well as Hamas’ attacks on civilians. Everyone must face accountability for their actions.

    British Overseas Territories

    In regards to the matter of recognition of the British Overseas Territories, the decisions to recognise these territories as British were made with careful consideration.

    In regards to Gibraltar, we recognise the 1967 Gibraltar sovereignty referendum and the 2002 Gibraltar sovereignty referendum where the people of Gibraltar overwhelmingly chose to retain their status as a British Overseas Territory.

    In regards to the Falkland Islands, we recognise the 2013 Falkland Islands sovereignty referendum and the Falkland people’s overwhelming decision to retain their status as a British Overseas Territory.

    We believe in self-determination, and if the inhabitants of these British Overseas Territories vote to be their own sovereign entities or the sovereign entity of another nation then the Hokorian Government will recognise that.

    Irish Republican organisations

    The Hokorian Government is officially based within the United Kingdom. As a result, we may be subject to UK laws. It’s important that we remain compliant with all laws that we are subject to, which extends to UK terror law.

    We do not wish to facilitate the violation of UK terror law in any of the services that we offer, extending to WeAreHokoria. The organisations proscribed under UK terror law are not controlled by the Hokorian Government and are controlled by the UK Government.

    We cannot provide legal advice on what is and is not against foreign law, and urge people to be mindful of the laws that are applicable to them.

    Hokorian politics

    The Government does not control the entirety of Hokorian politics- the Hokorian people do. There are currently 20 Hokorians registered with the Ministry of National Affairs.

    Because of these small numbers, it is hard for organisations to establish and for communities to come together and fight for what matters to them. It is only then that the state of Hokorian politics will become clearer. In the meantime, the Hokorian Government will fight for what we believe is right rather than to push any specific agenda.

    Fast citizenship scheme age requirement

    Under the Hokorian Nationality Act 2024, a person aged under 14 is not able to submit a registration for Hokorian nationality on their own behalf.

    The fast citizenship scheme uses the Crown’s ability to submit a registration on someone else’s behalf. The Crown can only do this for a person under 14 if a parent or legal guardian submits the application on that child’s behalf.

    We would not be opposed to a change in the law and will support Councillors in making decisions to lower or raise any age requirements.

  • The Hokorian Government is disheartened to see attempts to negotiate Ukraine’s future without Ukrainians being at the negotiating table.

    Any peace deal concerning Ukrainians must be negotiated on Ukraine’s terms and not on any other nation’s terms.

    We continue to stand with the Ukrainians fighting against Russian forces, repelling it’s invasion and hitting hard against Russian military infrastructure.

    The Koru said:

    Contrary to what the US President has suggested, it is not Ukraine that started this war- it is Russia. Since it’s invasion in February 2022, Russia has:

    • Killed over 11,000 civilians
    • Injured over 23,000 civilians
    • Committed 146,994 alleged war crimes

    We must not forget that Russia is not a partner of North Americas and Europeans- quite the opposite. To sit at the negotiating table with Russia and without Ukraine, you are forgetting that Russia does not want peace, Russia wants a weaker Europe and a Russian Ukraine.

    Europeans must come closer and do more to support Ukraine militarily, and hit Russia with new and harder sanctions. A victorious Ukraine is a victorious and peaceful Europe. We must not forget that.

  • It has been brought to my attention that American president Donald Trump has stated it would be “unlikely” for Ukraine to return to its internationally recognised borders in a possible peace between Ukraine and Russia.

    It is indisputable that Trump’s decision was contradictory to America’s self-appointed role of the guardian of liberty. In addition to ignoring the sovereignty of Ukraine, this plan puts the Ukrainian people living in Russian-occupied zones in danger, as evidently illustrated by infrequent human rights violations and war crimes committed by Russia.

    I can only express my utmost disappointment towards President Donald Trump of America. In solidarity with the Ukrainian people, we fully support the restoration of Ukraine’s internationally recognised borders. Only when Russia’s imperialistic actions cease can we achieve peace.

  • The Ministry of International Affairs is pleased to extend recognition of statehood to more than 250 individual foreign nations and territories.

    Before now, the only nations recognised by the Ministry of International Affairs were the Cycoldian Imperium member states and partial member states, in accordance with the Baria Agreement.

    Each nation and territory is also assigned one of three Ministry of International Affairs jurisdictions.

    Further, we now have mutually recognise the Grand Republic of Curnon and the Republic of Stret Merdhin- both of which already recognised the Hokorian State.

    Information for voters

    All Hokorian nationals will be able to vote in the February 2025 snap election. Ballots will be submitted online at www.hokoriagov.net/vote.

    Voting opens on the 6th February 2025, for 48 hours only. After this, no ballots will be accepted. In order to vote, you’ll need your full name, date of birth and email address.

    Hokorian nationals do not need to register in order to vote, as your records should already be accessible and verifyable.

    Information for foreigners

    Foreigners are not able to vote in the February 2025 snap election, however it is possible to Apply for Hokorian citizenship in time for the election.

    Information for candidates

    All Hokorian nationals can become a candidate in the February 2025 snap election, but you’ll need to notify the Hokorian Assembly that you’re running as a candidate. There is only one seat available.

    Notifications close on the 5th February 2025. You’ll need to provide your citizenship, full name, date of birth, email address and party affiliations. You’ll also need to agree to the Electoral Code.

    Once notifications close, you will not be able to withdraw from the election. You do not need to have a party affiliation to run as a candidate, and you are allowed to vote for yourself in an election.

    Information for party officials

    Political parties are advised to support their affiliated candidates with their notification to run as a candidate. We do not require verification.

    Party registrations are currently suspended.

    At the advice of the Speaker of the Legislative Council and one of my Royal Advisors, the decision has been taken to remove Councillor Narjid from the Legislative Council.

    The decision has been made citing incapacitation. Details will not be shared out of respect for Councillor Narjid’s privacy, though I would like to reassure the public that Councillor Narjid has been given a full explanation of the decision.

    We wish him well on his future endeavors. Information about the February 2025 snap election, to replace a currently vacant Legislative Council seat, can be found on the official announcement.

    The Hokorian Assembly is a new Assembly- for this reason, we do not have guidelines in place for Councillors and Assembly staff. Because of the new nature of the Assembly, we do not know what guidelines would need to be in place.

    We do not want to place any restrictions on our Councillors engaging with each other and the public. We want them to ‘test the waters’- guidelines and restrictions will be brought in when needed for the mutual benefit of the entire Council. At this time, there would be no benefit from restricting our Councillors.

  • Koru’s statement on the suspension of political party registrations

    Earlier today, political party registrations were suspended by myself on behalf of the Hokorian Assembly following the discovery of a legal issue with the process that we use for these registrations.

    The issue relates to Chapter 3 Part 4.1 of the Constitution of the Hokorian State, which states that “Hokorian nationals may form, have membership within and contribute to a political party without authorisation, as specified by law”.

    Following a consultation of my Royal Advisors and an informal discussion with the Legislative Councillors, I have made the decision to keep political party registrations suspended. The current political party registrations service has set requirements and allows the Hokorian Assembly to deny a registration. This is considered to be a kind of authorisation.

    Further, the current political party membership process requires political parties to contact the Hokorian Assembly and gain approval for new members. This again, is considered to be a kind of authorisation.

    I will be working closely with political parties, citizens and Legislative Councillors to reform the current process so that political parties are able to register their party and confirm members in a way that is fully compliant with the Constitution.

    As part of these reforms, I hope to change the structure of the Hokorian Assembly to include a ‘general administration’ consisting of myself, Assembly staff and the Speaker of the Legislative Council. This general administration will handle the oversight of the Hokorian Assembly.

    Tonight is a defining moment in our journey as a nation, as we all gather here for the official opening of the Legislative Council. Tonight, we are taking our first steps in establishing the democratic governance of our state- one built upon the aspirations, trust and unity of our people.

    Let me be clear- this occasion is much more than a simple formality- it is a testament to our collective desire to build a prosperous, free and equal society. As we inaugurate this Legislative Council, we are acknowledging that governance is not merely about laws and regulations- but rather the values that underpin them, the people they serve and the future that they shape. This chamber will be a place of open and constructive dialogue, a space where differing perspectives will unite in order to forge the way forward for our State.

    Our history, though turbulent, has led us to this very moment. And while the past may serve as an echo of what once was, today we begin anew. This is the first Legislative Council of the Hokorian State. We will not be seeking to replicate past structures; rather we seek to innovate and to build a style of governance that is transparent, accountable, stable and directly connected to the needs of our people.

    Soon, I will be formally appointing the Councillors who are taking on the weighty duty of guiding our state. I cannot express enough how much of an honour and privilege it is to serve in this capacity, and I put my full confidence in each Councillor that they will uphold the faith placed in them by the Hokorian people. Their duty will be to deliberate with wisdom, legislative with foresight and to govern our nation with fairness. Every voice here carries the important responsibility of representing the people, a responsibility dug deep into our core.

    Further, the Speaker of the Legislative Council will soon be chosen. The Speaker’s role is also one of great significance, as they work to ensure that debate is truly fair, that order is maintained and that our democratic processes remain steady. It is a role that demands integrity, impartiality and an unwavering commitment to upholding this Council’s principles. The decisions made within this Council will affect every citizen. It is such a profound responsibility that requires both the courage to lead and the humility to listen.

    The Hokorian people have placed their trust into this Legislative Council, and it’s important that we prove ourselves worthy of that very trust. We pledge to fight with dignity, honour and unwavering conviction that our duty is to serve and not to be served. In the days and years to come, we will face challenges that test our resolve, but I have faith that we will meet them with the strength and determination that defines our nation.

    Finally, as we commence our new chapter, I ask each and every one of you- Councillors, officials, foreign dignitaries and citizens- to take pride in what we are building together. This Legislative Council will serve as a beacon of democracy, justice and progress for the Hokorian State.

    I am pleased to formally invite you to attend the Official Opening of the Hokorian Assembly’s Legislative Council, a key ceremony of the Hokorian State that will be taking place virtually on the 31st January 2025 in the Government-managed ‘WeAreHokoria’ Discord community space.

    Information for voters

    All Hokorian nationals will be able to vote in the January 2025 general election. Ballots will be shared by email and will be submitted online at www.hokoriagov.net/vote.

    Voting opens on the 25th January 2025, for 48 hours only. After this, no ballots will be accepted. In order to vote, you’ll need your full name, date of birth and email address.

    Hokorian nationals do not need to register in order to vote, as your records should already be accessible and verifyable.

    Information for foreigners

    Foreigners are not able to vote in the January 2025 general election, however it is possible to Apply for Hokorian citizenship in time for the election.

    Information for candidates

    All Hokorian nationals can become a candidate in the January 2025 general election, but you’ll need to notify the Hokorian Assembly that you’re running as a candidate.

    Notifications close on the 24th January 2025. You’ll need to provide your citizenship, full name, date of birth, email address and party affiliations. You’ll also need to agree to the Electoral Code.

    Once notifications close, you will not be able to withdraw from the election. You do not need to have a party affiliation to run as a candidate, and you are allowed to vote for yourself in an election.

    Information for party officials

    Political parties are advised to support their affiliated candidates with their notification to run as a candidate. Furthermore, you’ll need to verify that you’re endorsing a candidate.

    Endorsement verifications do not have a specified closing date, but any candidates that aren’t verified before voting begins will be listed as Independent.

    The Hokorian Assembly will be working to speed up all processes relating to party registration and member verification.

    The Ministry of Finance is tasked with the responsibilities of:

    • Managing the Government’s financial accounts
    • Managing the national budgets
    • Handling payments to Government ministries and organisations

    Government ministries are jointly by the Koru, the Chief Advisor and the Royal Advisors. There was no named Advisor of Interest.

    An ‘Advisor of Interest’ is an informal position granted by the Koru, with the Advisor of Interest for a Government ministry being tasked with being close to the affairs of that particular Government ministry.

  • Koru’s statement regarding Israel-Hamas ceasefire

    I welcome the news of a ceasefire deal being brokered by Egypt, Qatar and the United States between Israel and Hamas, which will bring an end to the fighting in Gaza, reunite hostages with their families and allow even more desperately needed humanitarian aid to enter the Strip.

    I, like many others, hope to soon see a positive outcome to an upcoming Israeli cabinet vote on the deal so that the ceasefire can start on Sunday.

    However, this ceasefire will likely not be the end of the conflict between Israel and Hamas. The international community must do more to guarantee the safety of Palestinians and to establish a Palestinian state, as well as to engage with all parties involved to maintain peace.

  • The Ministry of National Affairs has launched a fast citizenship scheme for individuals who don’t meet the requirements to register as a Hokorian national by birth, adoption, care, settlement or marriage.

    The scheme will allow more people to become a Hokorian nationals and is operated in a way that allows the Ministry of National Affairs to handle applications faster than before.

  • The Koru has amended the Hokorian Nationality Act 2024, following their earlier released plans to reform nationality law and make it easier for foreigners to become Hokorian nationals.

    Changes to the Act

    The amendments make various changes, including:

    • Creating more specific types of Hokorian nationality- Hokorian citizenship, Serenian-Hokorian citizenship and Royal Hokorian citizenship
    • Limiting birth and adoption (descent) acquisition to the person’s parents, grandparents and great-grandparents
    • Allowing children in the care of the Hokorian authorities for longer than 3 years to be eligible for Hokorian nationality
    • Allowing children of people with settled status to be eligible for Hokorian nationality
    • Limiting marriage and civil partnership acquisition to 5 years or more (changed from 1 year or more)
    • Giving Prime Ministers and Governors the power to award Hokorian nationality
    • Allowing the Government to choose whether it automatically issues documents certifying Hokorian nationality
    • Allowing the Government to issue a registration on a person’s behalf, with their consent
    • Requiring parent or guardian approval for registrations made by people aged between 14 and 17
    • Requiring an application to be submitted on their behalf for registrations for people aged under 14
    • Requiring the Government to remove all registration information of unsuccessful registrants
    • Allowing the Crown, Prime Minister and Minister for National Affairs to declare foreign militaries as restricted
    • Allowing parents and guardians to renounce their child’s Hokorian nationality if they are under 18 (changed from under 14)
    • Allowing the Crown, Prime Minister and Minister for National Affairs to declare nationalities as restricted
    • Requiring registrants to renounce their restricted nationality to become a Hokorian national, unless the nationality was acquired at birth or the Crown authorises an exception
    • Requiring Hokorian nationals to renounce their restricted nationality within 40 days of being asked to, unless the nationality was acquired at birth or the Crown authorises an exception

    What it means

    Hokorian nationals do not need to do anything to get a new nationality- they will be notified of their new nationality under the law, either:

    • Hokorian citizenship
    • Serenian-Hokorian citizenship
    • Royal Hokorian citizenship

    The notification of their new nationality will be sent by the Ministry of National Affairs by their registered email. The new acquisition of nationality requirements does not impact anyone already recognised as a Hokorian national, but the new loss of nationality methods do.

    Hokorian nationals should read the Hokorian Nationality Act 2024, to ensure their status as a Hokorian national is not impacted.

  • Getting Hokoria on-track for success

    Introduction

    I am sad to report that the current system in which the Hokorian Government operates is not working effectively. The Government is largely disconnected with the community due to my orders to avoid making the Government centred around the ‘WeAreHokoria’ community.

    Hokoria’s community Discord server has a large following and has been used by previous Hokorian nations to host Hokoria’s community. Under current arrangements, the WeAreHokoria community is overseen by the WeAreHokoria organisation. This arrangement does not work well, due to a lack of Hokorian citizens to participate in such organisations. It has also limited the Government’s ability to connect with the community, due to a severe lack of infrastructure and a disconnect between Government staff and information such as contact information and access to official communication profiles (such as on Bluesky, Twitter/X or Threads).

    These issues that we are facing are down to the way that the previous State of Hokoria was dissolved. I instructed my Government to sever links to the previous State of Hokoria, including cutting off former State of Hokoria citizens by not continuing nationality after the Hokorian State was formed. This has resulted in a regress in the Government’s capabilities and the number of people that we serve and work alongside. A great focus on formality took over what actually mattered: the community.

    In order to resolve and address these issues, and more, I am setting out my plans on getting Hokoria on-track to succeed and thrive as a nation.

    Constitutional amendments and repealing of law

    There will be amendments made to the Constitution of the Hokorian State, in accordance with Chapter 7. As there is no Hokorian Assembly, the amendments will automatically take place.

    These amendments will:

    1. Make reforms to the Government system and leadership structure to:
      1. Create a Prime Minister position that will lead the Government,
      2. Create Ministerial positions to replace Royal Advisors.

    Additionally, amendments will be made to the Hokorian Nationality Act 2024 to:

    1. Create new Hokorian nationality statuses to replace the general ‘Hokorian national’ status:
      1. As Hokorian citizenship,
      2. As Atlantean-Hokorian citizenship,
      3. As Conditional Hokorian citizenship.
    2. Grant the power to enable or disable the Conditional Hokorian citizenship system to the Ministry of National Affairs.
    3. Grant the power to enable or disable the requirement of awarding subjects with a document certifying their Hokorian nationality to the Ministry of National Affairs.
    4. Unify the separate Hokorian nationality application and registration systems to make acquiring or claiming Hokorian nationality simpler and more accessible.

    Launch of a simpler nationality scheme

    The Ministry of National Affairs will launch a ‘simpler Hokorian nationality applications’ scheme to make it easier for individuals to apply for Hokorian nationality, and make it faster for these applications to be processed.

    This scheme will utilise the WeAreHokoria Discord community and will be targetted towards both existing and new members of the server. It will have a target of 35 applications, and will take place between mid-December and the end of March.

    WeAreHokoria membership drive

    To accompany the Ministry of National Affairs’ simpler nationality scheme, Their Majesty’s Royal Office will launch a membership drive for the WeAreHokoria Discord community server. This way, there should be a steady flow of members who are interested in becoming Hokorian nationals.

    Their Majesty’s Royal Office will take over the WeAreHokoria organisation, and its duties.

    Launch of the Hokorian Assembly

    The Hokorian Assembly will first be launched with the appointment of a Constitutional Council. Later, a general election will take place to elect a Prime Minister and a Legislative Council.

    1st General Election

    Their Majesty’s Royal Office is hoping to arrange for the 1st General Election to take place at the start of April 2025, after the Ministry of National Affairs’ simpler nationality scheme ends.

    Political party registrations are likely to be opened a month before the election, with candidacy registrations likely to open 2 weeks before the election.

    1st Prime Minister

    The 1st Prime Minister, succeeding any appointed Caretaker Prime Ministers, will be elected in the 1st General Election. They will be the leader of the party with the most seats in the Legislative Council, and will have powers to oversee Government operations and bring their policies to life.

  • Koru’s statement regarding Georgia’s EU application suspension

    I’m disappointed by Prime Minister Irakli Kobakhidze’s decision to suspend Georgia’s EU application until 2028. This decision disregards the aspirations of the Georgian people, as shown by the October 2023 survey in which approximately 79% favoured EU membership. It is a step that not only affects Georgia’s future but also harms its people by delaying the benefits of deeper European integration.

    I am equally concerned about discrepancies in Georgia’s recent election. These issues have eroded public trust and raised alarms internationally. I support the European Parliament’s call for new elections, as free and fair electoral processes are vital to ensuring democratic legitimacy.

    The protection of democracy and the need for transparency in democratic governance are fundamental. Upholding these principles is crucial, not just for Georgia’s EU aspirations but for safeguarding the rights and hopes of its citizens.

  • Koru’s statement regarding recent ICC arrest warrants

    I wholeheartedly welcome the news that the International Criminal Court has issued the arrest warrants for two Israeli officials (Benjamin Netanyahu and Yoav Gallant) and a Hamas official (Mohammed Diab Ibrahim Al-Masri).

    Following the events of the 7th October 2023, two Hamas officials that the ICC was also seeking an arrest warrant for have since been killed by Israel in it’s war on Hamas. We’re pleased to see that one other is now subject to an arrest warrant.

    However, we’re equally pleased to see that the ICC is recognising that it is not just Hamas being targeted in Israel’s war, and that it is in fact plausible that crimes against humanity and war crimes have been committed against Palestinian civilians.

    Every government, leader and person is subject to the law. I urge all nations across the world to comply with these arrest warrants. Benjamin Netanyahu, Yoav Gallant and Mohammed Diab Ibrahim Al-Masri must not be immune to justice.

  • Due to unplanned disruption to the Ministry of National Affairs’ systems, we are temporarily suspending the processing of all applications and registrations for Hokorian nationality.

    As the disruption has not impacted our ability to receive applications and registrations, we will continue to allow applications and registrations to be submitted despite the suspension- upon the suspension ending, these applications and registrations will be processed.

    Any applications and registrations that have not been processed prior to this suspension will be processed once the suspension ends.

    Whilst at this time we do not have an estimate on when we will be able to lift the suspension, any applications made before the 1st December 2024 will not be subject to mandatory Government service. Some irregular applications and registrations may still be processed despite the suspension.

  • The Cycoldian Imperium’s Summi Imperatoria, Christina I & II, has accepted the diplomatic credentials of Ambassador Plamen Iliev, following their appointment as Proposed Ambassador by the Koru.

    “It has been a pleasure to be able to appoint Ambassador Iliev as Hokoria’s Ambassador to the Cycoldian Imperium- we truly value the relations that we have as nations, and this appointment is yet another stage in what we hope will be a grand future of diplomacy” the Koru has said.

    This appointment comes with the establishment of the first Hokorian International Representation, the Delegation to the Cycoldian Imperium. It is also the first appointment of an Ambassador of the Hokorian State, following the Foreign Relations and Diplomacy Act 2024’s recent introduction.

  • Today is a dark day in history. Convicted felon, Donald Trump, has been elected as the President of the United States of America. Over 70 million Americans voted for him, and his promises of removing political opponents by force, mass deportation of immigrants and removing democracy altogether.

    America is looking dire. The future of the world is getting darker. Nobody knows the next second what would happen to Ukraine, Taiwan, or even the very people of America itself. I personally know a handful of LGBTQ+ people in America who are worried by their safety. Trump’s ideas of Project 2025 will endanger the very existence of our friends, our families, the ones we love. Women will not have any rights to control their own bodies. Non-white races will face discrimination like never before. Education will see a radical change, and most likely, science will be replaced by religion. It is not sure that the United States will see another election. And this has much wider implications. The world’s future is uncertain.

    Still, there is much to be done. If you are in America, please watch out for your safety. Consider moving to a safe place if you feel threatened. If you are not in America, please continue to support democracy and prevent a dictatorship in your area. I stand with our American friends.

  • The world is waking up to the deeply disappointing news that a convicted felon, rapist, and fascist has been elected by over 70 million Americans to assume the presidency on the 20th January 2025. It is truly disheartening that a man who disregards the rule of law and democracy, while spreading dangerous rhetoric, can once again take the helm of the world’s largest economy and strongest military.

  • Koru enacts the Hokorian Nationality Act

    The Koru has issued Executive Order #2, which enacts the Hokorian Nationality Act 2024 and orders the Government not to enforce the mandatory Government service (Conditional Hokorian nationality) requirement for applicants.

    The Hokorian Nationality Act 2024 is an important piece of legislation that states the requirements of Hokorian nationality, and allows the Crown to grant or deny applications and registrations for it. Under Executive Order #2, nationality-related matters and powers granted under the Hokorian Nationality Act 2024 are delegated to the Ministry of National Affairs rather than having to be explicitly handled by the Crown.

    Furthermore, the requirement that applicants need to serve in the Government’s Civil Service before being granted full Hokorian nationality is lifted until the 1st December 2024- any applicants who submit their application before this date do not need to fulfil any sort of Government service.

  • Foreign relations bloom with the Baria Agreement

    On the 1st November 2024, the Summi Imperatoria of the Cycoldian Imperium visited the Hokorian State for an official state visit. Christina I & II was accompanied by the Koru in the UK’s city of Leeds, before travelling to the Hokorian State’s ‘Dam’ province for a tour.

    The state visit culminated in the signing of the Baria Agreement– a bilateral agreement between the Hokorian State and the Cycoldian Imperium on matters relating to foreign relations, joint-nationalities, information sharing, diplomatic services and trade.

    The agreement was signed by Willow I and Christina I & II in the provincial zone of the ‘Dam’ that was designated as ‘Baria’ under the former State of Hokoria. Following the signing of the Baria Agreement, the two enjoyed the sunset at the ‘Dam’.

  • As one Hokoria falls, another one rises

    It was on the 31st October 2024 at 16:00 (UTC) that the State of Hokoria (or the Third Hokorian State) dissolved by Royal Order. This came after months of planning from the Koru and their Government, in order to enact a new Constitution.

    Preparing for the end

    The State of Hokoria’s Royal Office had spent months working on the Constitution of the Hokorian State, and the final 24 hours before its foundation was a rush to have the Constitution edited to a high standard.

    With the assistance of community contributors, particularly Chris Ramsay, the Koru was able to print a final version of the Constitution off before its signing at midnight on the 1st November 2024 (UTC).

    This hasn’t been the original plan. In fact, the Koru had hoped for the Constitution to be signed earlier in the day, directly after the State of Hokoria’s dissolution.

    Getting started with something new

    With the Hokorian State established, and the State of Hokoria now left in the past, the Koru set their sights on enacting their first Executive Order– one to define the provincial border of the ‘Dam’, and to enable them to sign foreign agreements.

    Later in the day, the Koru greeted the Summi Imperatoria of the Cycoldian Imperium in the UK’s city of Leeds. After spending time in the city, the two made their way to the Hokorian State for Hokoria’s first visit of a foreign leader. The visit culminated in the signing of the Baria Agreement.

    What next?

    Following the visit of the Summi Imperatoria to the Hokorian State, the Koru was left to complete various formalities and administrative tasks- including the handling of applications and registrations of Hokorian nationality.

    Later on the 2nd November 2024, the Koru will appoint their Government.

    The 22nd April 2024 was Earth Day, and the Hokorian delegation to the Global Oceanic Cooperation Organisation is pleased to share the news that the State of Hokoria participated in the GOCO’s ‘Micronations for Earth Day’ project and has become a signatory of the Earth Day Accords.

    As a Government, we recognise the importance of climate action and setting reachable goals in environmental impact. We hope that our participation in the Global Oceanic Cooperation Organisation’s Earth Day Accords will allow us to be even more proactive and even more accountable in the elimination of our own impact.

  • December 2023 election miscalculation statement

    The Royal Office has concluded that a miscalculation of the election results took place where the ‘Hokorian Nationalist Party’ was proclaimed to have taken the province. After recalculation, the ‘Social Democratic Party’ should have taken the Baria seat. As there is no longer a Social Democratic Party, and due to the time since the electoral process in question, there is little that the Royal Office can do in terms of resolving the matter. However, we are committed to preventing a recurrence of the mistake and will be looking into ways to prevent future miscalculation and mitigating human error.

    We’d like to thank the member of the public that brought this to our attention and would like to extend our apologies to Sakura Walsh (Hokorian Nationalist Party) and Christopher Slant (former Social Democratic Party).

  • Interior releases census data for 2024

    The Department of the Interior’s annual census, the General Census of 2024, closed in the early hours of the 21st April 2024, with the Interior now releasing a comprehensive report of the Census’ findings.

    This year’s census looked at ages, gender identities, religions, countries of residence, macronational citizenships, micronational citizenships and languages in order to provide the public and the Government with information about the nation’s Citizens. The last census took place in April 2023 and was led by the Department of the Interior and the former Office of National Records.

  • Exterior and Royal Office publish new micronational relations policy

    The Department of Exterior Affairs and the Royal Office have published the Exterior policy for micronational relations. The previous consultation version was originally published in December 2023, with work being conducted by the Chancellor and the Exterior staff in order to provide a clear and reasonable policy when the Exterior and wider government are considering foreign micronational territories.

    The new Exterior policy for micronational relations was brought into effect upon publication (19th April 2024), though is not expected to immediately impact any of Hokoria’s existing relations and recognition. Where change is needed, the Department of Exterior Affairs will reach out to any impacted foreign territories and officials.

    The Exterior’s XTR/RS (Recognised States) list will be updated in the coming months to reflect the changes under the new Exterior policy for micronational relations, though de jure recognition will not be included or maintained on any official Government document.

  • Recognition towards Israel and Palestine

    The State of Hokoria does not recognise the State of Israel, instead recognising the State of Palestine as the sovereign nation within the territories of the former British Mandate of Palestine.

    The unrecognised State of Israel caught the attention of the former Foreign Service with its response to the October 7th attacks. On the 10th October 2023, the King released a statement where he expressed his condolences to those affected by the attacks calling for accountability in regards to Israel and Hamas’ conduct in the past and present. At the time, the Foreign Service recognised the Gaza strip and West Bank as territory of the State of Palestine and all other territory as Israel. This was later changed on the 27th October 2023 to reflect the borders defined by the UN General Assembly Resolution 181.

    The Royal Government of Hokoria’s recognition changed again on the 4th December 2023 with recognition towards the State of Israel being completely withdrawn, instead recognising a State of Palestine as the sovereign nation within the territories of the former British Mandate of Palestine. The 4th December 2023 statement directly stated that the unrecognised State of Israel is occupying the State of Palestine’s territory.

    This continues to be the Department of Exterior Affairs’ recognition policy in regards to the unrecognised State of Israel and the State of Palestine.

    Frequently asked questions

    Was the withdrawal of recognition towards the only Jewish state anti-semitic? We don’t believe so. A nation’s status as the only Jewish state doesn’t excuse the atrocities that it commits and how it actively ‘wrongs’ the Palestinian people.

    Does the Department of Exterior Affairs condemn Hamas? Of course we condemn Hamas. No act as disgusting as what took place on October 7th is excusable. The attacks harmed Israelis, Palestinians and others from around the world. We hope for the safe return of hostages and accountability to be brought towards Hamas.

    Does the Department of Exterior Affairs condemn the Israel Defence Forces? Of course we condemn the Israel Defence Forces. They have consistently broken international law through its attacks on schools, hospitals and residential buildings and have consistently published fake news as part of its propaganda programme. Furthermore, its targeting of journalists and aid workers is simply appalling. We strongly call for the Israel Defence Forces to be brought to account by the international community.

    Does the Department of Exterior Affairs recognise Hamas? The Department of Exterior Affairs does not and never has recognised Hamas as a legitimate government.

    Does the Department of Exterior Affairs recognise the Palestine’s government? The Department of Exterior Affairs does not recognise the State of Palestine (West Bank)’s government due to denial of genocide. This change of recognition took place on the 8th September 2023.

    Does the Royal Government of Hokoria recognise Israeli citizens? No, we do not recognise a State of Israel and therefore do not recognise its citizens. Israeli citizens are barred from application to citizenship under Section 2.B of the Act of Citizenship (2023).

    Does the Royal Government of Hokoria accept Jewish people? Yes, we believe that religion and non-harmful beliefs should be welcomed, and that self-expression through religion should be encouraged.

    Does the Department of Exterior Affairs have relations with pro-Israeli nations? Yes, we believe that nations should be free to recognise however they like and don’t cut ties with or deny relations due to pro-Israeli stances. However, we will not tolerate views that attempt to justify crimes against humanity or breaking international law.

    The Royal Office has released its first spending and earning reports, with the publication of reports for the year of 2023 and the first quarter of 2024.

    This spending report is released in accordance with the Royal Office’s commitments to transparency. The Royal Office’s spending reports detail government borrowing, government debt, government spending and government earning for a specified period of time. Spending reports will also include estimations and comments by the Chancellor in regards to how any debt will be paid, as well as strategies to maintain earnings.

  • Department of Exterior Affairs’ administrative branch code is changed

    The Department of Exterior Affairs’ branch code has been changed by the Royal Office from ‘EXT’ to ‘XTR’ at the request of Royal Officer Daniel Gomez.

    What are branch codes?

    Branch codes are assigned to every branch of government and public body within the State of Hokoria, as according to the Act of Government (2023).

    • ROY – Royal Office
    • INT – Department of the Interior
    • XTR – Department of Exterior Affairs
    • HEIA – Hokorian Enforcement and Investigative Agency

    Branch codes are used internally within the Royal Government of Hokoria and are used to organise information and resources. Outside of the Royal Government of Hokoria, the codes are used to refer to branches of government and public bodies in a quick and efficient manner. This is the first time a branch code has been changed by the government.

    How does this effect me?

    This code is mainly used internally, and will not effect anyone who isn’t part of the government’s staff. However, when locating the Department of Exterior Affairs’ resources on the GOVHOK website, users may notice that the pages are located at govhok.uk/government/xtr now.

  • Hokoria celebrates the 2nd Annual Day of Independence

    The 31st March is officially the Day of Independence, celebrating the State of Hokoria’s declaration of independence from the United Kingdom as well as Keraland’s independence from Catalonia and Atlantis’ independence from Hong Kong.

  • The Department of Exterior Affairs has opened an Exterior review into its participation in intergovernmental organisations. The review will specifically look into how it participates in the Global Oceanic Cooperation Organisation and the Cupertino Alliance.

    The Department of the Interior has announced changes to citizen status, following amendments to the Act of Citizenship.

    What do the changes mean?

    • The terminology around citizen status has changed, with all citizens now being classified as ‘international citizens’.
    • New certificates of citizen status are being issued by the Department of the Interior.
    • New citizen tracking IDs are being issued by the Department of the Interior for all citizens.

    What do citizens need to do?

    Citizens should look out for emails from the Department of the Interior that enclose their new certificates of citizen status. These certificates should be saved and kept secure, as they contain sensitive information such as citizen tracking IDs.

The use of the ‘swan and stars’ symbol has been carried on, with new colours being assigned to each branch of government.     After discussion with the President of Ikerlàndia, I am pleased to confirm that Ikerlàndia has agreed that Hokoria’s authority within the Keraland Autonomous Region will be extended, with the State of Hokoria being the sole governing body of Keraland. As a symbol of the strong bonds between Hokoria and Ikerlàndia in the wake of intimidation from a foreign nation, it has been highly important that Ikerlàndia remains involved in Keraland’s governance in some way. The President of Ikerlàndia will be given a permanent, non-elected, seat within the Council of Representatives to represent Keraland and remain involved as a part of Hokoria’s representative and legislative body.

    King Aaron I has released his statement for the Day of Foundation as the State of Hokoria marks one year since it was founded.

    Today marks one year since Hokoria was founded, I still find it hard to believe how far Hokoria has come in that time. It feels weird to think that it’s been a year already. As many of you will know, Hokoria’s name comes from the Japanese word for pride, Hokoria was created as something we could be proud of, and in that original aim, I believe it has been a success. I think I speak for all of Hokoria’s government when I say that we are very proud of what Hokoria has become, there has been some turbulence along the way in different shapes and forms, but a year on, Hokoria has grown into something to be proud of. So, I want to thank each and every one of you for making that goal a reality. Thank you to our amazing Royal Government of Hokoria for all of their hard work and effort which has made Hokoria thrive, and thank you to Hokoria’s founder, first Head of State, and now Chancellor, Willow I, for their incredible work that gave us what we now have today.   • Royal Office upgrades state of emergency to ‘high severity’

    The King and the Chancellor have released a statement declaring that the situation in the Keraland Autonomous Region is considered as a high severity state of emergency. This comes after a long period of drought has left Generalitat de Catalunya (Government of Catalonia) water reserves at concerningly low levels.

    The statement also revealed that proposals have been made within the Global Oceanic Cooperation Organization to offer funds to relieve the impact of the drought in the wider Catalonia.

    On the 7th March 2024, the Department of the Interior released its advice for Keraland residents during the drought.

    After discussion with Iker Rodríguez Rodríguez, I have made the decision to dismiss him from the Royal Government of Hokoria.   • State of Hokoria becomes a monarchy

    At 12:00 on the 18th February 2024, the State of Hokoria officially became a monarchist state following the passing of the now amended Act of Government. The new law has made significant changes to the structure and identity of the government, which is now known as the Royal Government of Hokoria.

    It was passed in a vote of the Council of Representatives, with 4 votes in favour and 1 failure to vote.

    What does the amendment change?

    • The Central Government of Hokoria is now known as the ‘Royal Government of Hokoria’.
    • The Office of the Head of State has merged with the Office of the Chancellor to become the Royal Office.
    • The Head of State is now known as the Monarch, with Arōnis nan Rūvas becoming His Majesty, King Aaron I HOS PROH.
    • Central Government Branch Officers are now known as ‘Royal Officers’.
    • A new ‘Royal Duty Officer’ position has been created.

    What does this new mean for me?

    Citizens and foreign territories are mostly unaffected by the changes. The Department of the Interior has not yet made a statement regarding the validity of documents issued in the Central Government of Hokoria’s name. Democracy has not been affected by the change, with the recently announced election still going ahead.

  • New national security email service launched

    The Central Government of Hokoria has launched a new email service that is dedicated to national security related matters. The email service will be the only way for individuals and organisations to request national security related information, including information about redacted releases.

  • Head of State considering a Hokorian monarchy

    The Head of State is considering a transformation of Hokoria into a monarchist state. His Honour has expressed that whilst the changes are admittedly significant, they will not majorly affect the operation of the nation, and will mostly focus around national image.

    His Honour understands that there have been concerns, and can confirm that under current plans, the name of the nation will remain as the ‘State of Hokoria’ and the flag will not be changed. Under the Act of Government, the Head of State is not required to hold this to any sort of democratic vote, and doesn’t intend to, unless there is a large amount of opposition for the change.

    The State of Hokoria is currently a benevolent dictatorship, and the changes to the nation would see Hokoria become a monarchy with some democratic elements. The Monarch position would not be ceremonial. The predecessor nations to the State of Hokoria (the ‘Republic of Aweland’, ‘Old Hokoria’ and the ‘Secret Monarchist State of Hokoria’) were all monarchies.

    A public discussion area has been opened in the WeAreHokoria Discord server, (which is temporarily named as the ‘Hokorian Empire’ server, as a joke).

    The Head of State, His Honour Arōnis nan Rūvas HOS PROH, has updated the Order of Succession (previously known as the Order of Succession and the State Council).

    These changes allow the Council of the State’s mission to safeguarding the nation to be even clearer and resolved what previously had the potential to allow unlawful takeovers to be officially recognised. The order includes two positions being reserved for a previous Head of State and the founder, providing the Council with more structure.

    What is the Order of Succession?

    The Order of Succession is an order of the Head of State that defines how the position of Head of State is filled and how any successors are decided. The order also establishes a Council of the State that may remove and appoint a new Head of State. It was created in June 2023 by Rep. Willow I FOH PROH and was key in allowing them to resign in September 2023 and for Arōnis nan Rūvas to be appointed as their replacement.

    Who are the current members of the Council of the State?

    Under the Order of Succession, the names of members are not allowed to be published. However, it is known that Rep. Willow I FOH PROH occupies the Founder’s seat as the Founder of Hokoria.

    It’s not needed for the names of members to be published. By publishing names, we open ourselves up to national security threats and risk coercion and targeting of these officials. Anonymity is in line with keeping Hokoria safe from takeovers, which has been a focus of the Office of the Head of State for the last month.

    How are the members chosen?

    There are 5 seats in the Council of the State: one seat reserved for the previous Head of State, one seat reserved for the Founder and three others reserved for citizens handpicked by the Head of State.

    Due to the Founder and previous Head of State being the same individual, there are four handpicked citizens with one replacing the previous Head of State’s seat.

    What powers do the members have?

    The members of the Council of the State have the power to motion for the removal of the Head of State and are tasked with ensuring that the Head of State’s wellbeing is looked after and that they have the capacity to serve.

    In the case of a resignation, the Council of the State will temporarily lead the State of Hokoria and select a new citizen to run the nation.

    Why is succession important?

    Succession ensures that Hokoria has the chance to continue for many years to come, by ensuring that new Heads of State can be introduced when needed, and that we connect further with our system of dictatorship.

    How does it protect against takeovers?

    The new amendments have resolved loopholes that would have allowed bad actors to claim power within the State of Hokoria through declarations and removal of certain aspects of the Council of the State. This way there is no legal way for a takeover to take place within the State of Hokoria.

    Why govhok.uk?

    ‘GOVHOK’ has been the main web address for our WordPress site since May 2023 and has been a key term when referring to our website. As a government service, ‘GOV’ makes sense to use. As a Hokorian service, ‘HOK’ also makes sense as it’s a three letter code that we (and others) use when referring to Hokoria.

    How do we know it’s Hokorian?

    If you spot any accounts, websites or emails from someone claiming to be from the Central Government of Hokoria, you can check verify.govhok.uk (the new GOVHOK Verify service). There, you’ll be able to find a list of official resources.

    Please note: not all resources are listed on our GOVHOK Verify service yet and not all websites and resources use GOVHOK.UK yet.

    Emails

    We’re working to implement a new system for handling and sending emails so that our officials can get their own govhok.uk address. Some emails may use this soon, however the system will not be used officially pending more research into our options. We hope that a new system will help legitimise the State of Hokoria and provide peace of mind that you’re talking to a real Hokorian official.

    The Department of Exterior Affairs is cutting ties with the Kingdom of Suteria in accordance to our Exterior Policy for Micronational Relations.

    We’re disappointed to hear about threats of harm made by the King of Suteria against another nation’s leader. As a result of this being made aware to us, we’ve made the decision to cut ties with the Kingdom of Suteria for the foreseeable future.

    Suteria signed a Treaty of Mutuality with the State of Hokoria on the 16th November 2023. The Officer for Exterior Affairs was unavailable for comment.

  • Hokoria becomes a full member of the Cupertino Alliance

    The State of Hokoria has become a member state of the Cupertino Alliance.

    The Representative of the State of Hokoria to the Cupertino Alliance, and Hokoria’s primary delegate within the Cupertino Alliance, released a statement.

    I’m very pleased to see Hokoria be promoted alongside Australis to become a full member state of the Cupertino Alliance. I have no doubt that Hokoria’s membership and participation will benefit the State of Hokoria through development and foreign relations. We can’t wait to see what 2024 holds for Hokoria within the CA.
