The Koru’s Office is reviving the citizenship certificates scheme which saw citizens issued with unique certificates which evidenced their Hokorian citizenship.
First introduced under the Aweland-era, citizenship certificates were phased out due to administrative pressure and delays to applications.
The Koru’s Office is now issuing certificates for new applicants to address the issue of citizens lacking their own personal records of citizenship. Existing citizens may request a certificate using the new service.
Their Majesty the Koru, Willow I (in their capacity as Speaker of the Parliament) will file a case in the Court asking for Nyx Nightshade MP’s removal from Parliament, triggering a by-election.
Nightshade was elected as the 5th most popular candidate on April 14, 2026 but has not read the Parliamentary oath and has further been uncontactable.
The Speaker said:
It is extremely disappointing to see democratically elected officials be completely absent from the role that the people elected them to do.
Removing long absent MPs from Parliament allows Hokorians to elect someone new who will contribute to our democracy and Parliament.
The case is expected to be filed in the coming days.
The Commonwealth Department and Serenia have signed an agreement to launch a pilot testing a new form of governance.
What the Governance Pilot Will Do
The agreement establishes a structured pilot programme to test a new local governance framework in Serenia. The pilot will introduce a temporary administrative system to evaluate how new governance processes operate in practice.
Key features of the pilot include:
- The introduction of a structured local election to select Councillors under the pilot system
- A defined electoral timetable, including a registration period followed by a voting period
- Public publication of all official election results and governance updates through the LGA platform
Election Structure
- Candidate registration period: 6 days
- Seats: 5 Seats will be up for election.
- Voting period: 2 days
- Elections will be administered and verified by the LGA
- Results will be publicly announced through official channels
Role of Elected Councillors
Councillors elected under the pilot will be responsible for local-level governance functions, including:
- representing local communities within the pilot framework
- participating in council decision-making processes
- reviewing and voting on local administrative matters
- working within defined governance procedures set by the pilot agreement
- engaging with public feedback and local issues through official council structures
Councillors will operate within the scope of the pilot governance framework and do not hold sovereign authority outside of it.
Scope of the Pilot Powers
During the pilot period:
- The Local Government Authority (LGA) will administer elections and governance procedures
- Councillors will exercise decision-making powers limited to local administrative and procedural governance matters
- All rules and structures remain subject to the terms of the Serenia-Commonwealth Department Agreement
- The pilot is time-limited and subject to post-trial review and evaluation

At the conclusion of the pilot period, the system will be evaluated to determine whether:
- the governance model should be formally adopted
- modifications are required
- or the system should be discontinued

Parliament and Government
The new Parliament will consist of 7 Members of Parliament (MPs) directly elected by the Hokorian people, presided over by the Koru (acting as Speaker).
The political party or coalition with the highest number of seats will form the Government, led by a Prime Minister.
The Koru
The powers and responsibilities of the Koru have been significantly reduced under the Constitution.
Willow I retains powers and authority for the purposes of continuity until the Parliament is elected.
Polling for the April 2026 Constitutional referendum has closed. The results are as follows:
- 73.3% in favour of becoming a constitutional monarchy under Willow I,
- 20% in favour of staying as an absolute monarchy under Willow I,
- 6.7% in favour of becoming a Parliamentary republic with a President elected by Parliament,
- With a turnout of 38.4% of all Hokorian citizens registered with the Koru’s Office.
The Hokorian State will become a constitutional monarchy with Willow I staying as the Koru.
Their Majesty the Koru, Willow I, has triggered a national referendum on the future of the Koruship (monarchy).
The referendum asks Hokorians to vote on whether the Hokorian State retains the Koruship.
Voters who select ‘yes’ are further asked whether Willow I should remain as the Koru, or if a new Koru should be selected.
Voters who select ‘no’ are further asked whether the Koruship should be replaced by a Parliamentary republic with a President elected by Parliament, or a Parliamentary republic with a directly elected ceremonial President.
Voting is open at hokoriagov.net/vote until 3:00 UTC+1 (Dama time) on April 3, 2026.
The Koru’s Office and Foreign Office have shared their statement on the recent introduction of a death penalty law in the State of Israel:
We strongly condemn the recent introduction of a law in Israel allowing the death penalty in certain terrorism cases.
We are particularly concerned by credible reports that this law is likely to be applied primarily to Palestinians, while not being enforced in the same way for Israeli citizens. Such a disparity raises serious concerns about discriminatory application and unequal treatment before the law.
In the context of ongoing allegations of genocide and broader patterns of harm against Palestinians, this development intensifies concerns about potential violations of international law and fundamental human rights.
Hokoria firmly opposes the use of the death penalty in all circumstances, across the globe, and calls for legal systems that are fair, consistent and applied equally to all. We urge full compliance with international law, including the protection of the right to life and the principle of equality before the law.
The Hokorian Government is closed for Koru’s Day 2026, the celebration of the Koru’s birthday.

Serenian Foundation Day (May 18) is now a public holiday in Serenia, celebrating the anniversary of Serenia’s foundation and independence from Hong Kong.
The Koru’s Court has been re-established, restoring the judicary to the Hokorian State.
The Court hears criminal, civil and appeal cases within the jurisdiction of the Hokorian State, providing a fair legal system in the name of the Koru.
Resources
The Voluntary Levy Statute, 2026 has been passed by the Regency Council, allowing Hokorians to contribute to the state, as well as establishing a framework for the creation of a national bank system.
The Statute, originally passed as the Voluntary Contribution Act, 2026 before the constitutional reforms, allows the Office of the Treasury to create avenues for both one-time contributions and standing orders, as well as authorises the creation of a Hokorian Banking System and a National Bank.
The Home Office has made various changes to the flag of the Hokorian State. This is the first time that the flag has been changed since it was formally adopted on December 26, 2023.

Changes to the Stripes
The fly-side stripes have been changed from jagged, chainsaw-shaped stripes to a periodic tiling of congruent parallelograms. Each stripe is defined that a 1 to 6 base-to-height ratio.
The stripes are inclined at a constant angle of 59.74°. The final visual field is a crop extracted from the infinite tiling, giving 6 blue stripes and 5 white stripes.
Changes to the Stars
Each star is formed by the intersection of four reciprocal parabolic arcs. Each star possesses 90° rotational symmetry and four axes of reflection.
The smaller stars are rearranged to have fixed distance from the central, larger star, and are fixed to be a half-scaled version of the larger star.
The arrangement is now centred in a field of 700×1500 blue field, giving the flag a fixated 3:5 ratio.

The Hokorian State and the Kingdom of Salanda have signed a treaty reestablishing formal diplomatic ties, after the two nations restored mutual recognition on back in December 2025.

I’m very pleased that Hokoria and Salanda have finally restored diplomatic relations. It has been 864 days since ties were originally cut by the former Hokorian Foreign Service.
The Hokorian State is unwavering in our desire to set an example for the community, that even two nations with fundamental disagreements on various matters can restore ties for the greater good.

Salanda welcomes and is delighted at the resumption of diplomatic relations with Hokoria while acknowledging the turbulent past, the Foreign Ministry of Salanda notes the need to put this behind Salanda’s new resumed ties with Hokoria and move on towards the future with the new relations.
Salanda hopes that the resumption of ties will herald in a new era of relations with Hokoria, while noting disagreements on issues it believes that the mutual interests between both nations has outweighed potential with the ability to bring significant mutual benefits for both nations.
Salanda also hopes nothing the press release by the Koru’s Office to reiterate the Koru’s office wish for this also to be an example for the wider community for how nations can resolve differences and work together for the common good.

Their Royal Highness, Sakura Walsh GCStH has formally resigned from the Council of Officers and all other positions in the Hokorian State.
Having been a part of the Hokorian State from the very start, Sakura was the longest serving official in Hokoria’s history. They have served in numerous positions, including as Koru between June 9, 2025 and July 3, 2025.

Following the previous issuance of a Constitutional Order under the Regency and Succession Charter, the Regency Council has provided further details on the transition of power within the Hokorian State.
While the regency was already in place to ensure continuity of governance, Christopher Slant, representing the Regency Council, clarified the circumstances surrounding the Koru’s decision:
Willow I took the decision to declare a regency as a result of their mental health issues. The Council of Officers has since taken over the Koru’s powers and duties and is governing over the nation.
We are in constant communication with the Koru, who is well and hoping to return before April.
Under Section 11 of the Charter, the Council of Officers will continue to exercise the Koru’s authority until Their Majesty formally resumes their duties. The Council remains the primary governing body as the State navigates this period of transition.
The Sexual Conduct and Protection Statute, 2026 has been passed by the Regency Council, regulating sexual conduct and safeguarding individuals from sexual exploitation and harm.
Acts like Rape, Trafficking, and Child Sex Images are now officially criminal offences under the law.
The Statute is expected to safeguard Hokoria from sexually motivated crimes, which has been more relevant in the world than ever.
The Koru has issued a Constitutional Order in accordance with the Regency and Succession Charter to declare a regency. The Council of Officers takes the Koru’s powers and duties to ensure continuity of governance.
Under Section 11, the regency will remain in place until the Koru resumes authority or a new Koru takes office.

Their Majesty the Koru, Willow I, has shared their statement on the fourth anniversary of Russia’s 2022 invasion of Ukraine.
I remember the morning, four years ago today, that the world found out that Russia had once again invaded Ukraine.
Over 15,000 Ukrainian civilians have since been murdered by Russia and over 50,000 military personell have died defending their country.
Putin claimed Russia’s invasion would take only a few days- it has taken around 1,460. I have nothing but admiration for the Ukrainian people.
Four years on, the war is still ongoing. It needs to come to an end. The only acceptable way for this to happen is for Russia to completely withdraw from Ukrainian territory, including Crimea.
This is not just a war against Ukraine, it’s a war against Europe. Ukraine is on the frontline. Hokoria stands with Ukraine- since the start of the war, today and always.

The UK Department for Environment, Food & Rural Affairs (DEFRA) has confirmed a small number of bird flu (avian influenza) cases within Hokoria’s Dama province.
This follows an increase in the number of swans being found dead.
Access to the province is not disrupted, though the following advice should be followed:
- Do not touch or feed wild birds,
- Keep dogs away from wild birds,
- Report any dead or sick birds to DEFRA by phone at +443459335577 or online on the UK Government website.
The Home Office says:
The public should follow the current advice by the UK’s DEFRA. Avian influenza is primarily a disease of birds, and the risk to the general public remains very low.
The local UK council has increased patrols in the province to identity dead birds and remove them safely.
The public should avoid all contact (and ensure that dogs do not have contact) with dead or sick birds- avian influenza is very contagious- you could inadvertently help spread this to other locations in the area.
The Hokorian Delegation to Curnon and the Curnon Bureau of Foreign Affairs both agreed to amend the Agreement of Mutual Recognition and Cooperation.
Both parties agreed to amend the Agreement to provide for the recognition certificates and documents. This was done in accordance with Section 6 of the Agreement.
Agreement
The Marriage Statute, 2026 has been enacted by the Koru, permitting marriages to take place within Hokoria’s jurisdiction for the first time.
Under the law, two people aged 18 or over may get married subject to some restrictions.
The law also provides for marriages that took place abroad to be recognised within Hokoria and for married partners to get a divorce.
Following negotiation between the Koru’s Office, Foreign Office and Curnon’s Bureau of Foreign Affairs, Hokorian marriages are recognised within Curnon.

The Koru’s Office has established new offices, replacing the former Government ministries and offices and taking over their duties.
The new structure reduces the number of offices to just two that replace five Government ministries and offices.

The Koru’s Office has formally advised that the Hokorian State remains in a continuing state of governance crisis due to sustained low participation across its democratic and institutional structures, including within the Hokorian Assembly.
In a statement to the Assembly floor, the Koru’s Office said:
It is the official opinion of the Koru’s Office that Hokoria remains in a state of crisis as a result of low participation, even from the members of this very Assembly.
This assessment is based on sustained patterns of inactivity and the increasing concentration of essential functions in the hands of a very small number of individuals. In practice, many legally required roles are vacant or only nominally filled, while a small core of participants carries a disproportionate share of responsibility.
In the view of the Koru’s Office, this creates a situation in which the absence of even one individual could seriously disrupt the operation of the State. This condition places Hokoria at risk of administrative paralysis and weakens the effective operation of democratic institutions.
The current constitutional and institutional framework was an attempt to fix the issue of Hokoria being made for a level of participation that no longer exists. I do not feel that the steps I have taken as Koru have done much, if anything, to fix this. The Koru’s Office therefore considers that this crisis is not temporary in nature but reflects a persistent structural condition affecting the stability and continuity of governance.
This assessment is presented to the Assembly to inform debate and consideration of the present circumstances and the challenges now facing the State.
Whilst debate in the Assembly is ongoing, the Koru issued a constitutional order to establish a Constitutional Review Convention which will conduct a structured review of the Constitution and advise the Koru on its future application, amendment or replacement.

The Ministry of Digital Development is pleased to announce HASP (the Hokorian Applications and Services Portal), which will be made accessible to the public within the next two weeks.
Originally created to replace the National Identification Code scheme, HASP will allow citizens to access their records, fill out forms and receive secure messages from the Government.
Citizens will receive an email inviting them to register on HASP with easy instructions on doing so- as simple as verifying your email address and confirming or correcting your records.

As Serenia enters 2026, and with the Dama province following soon, I would like to take this time to reflect on the year we have had. 2025 has been the year that unity has been most important, both for us in Hokoria and everyone else around the world, as our values, freedom and safety are challenged.
I want to start with unity, because this year has shown us very clearly what happens when it begins to slip. Unity is not about pretending everything is fine. It is about staying connected when things feel heavy, when we disagree and when the world feels louder than our sense of calm. It is about remembering that we do not walk this road alone and that our future depends on how well we look after one another.
What has divided us this year has often come from fear. Fear that has been pushed into our lives through headlines, through social media and through politics that benefit from people feeling uncertain and isolated. We have felt it in our communities and in our institutions. Trust has been tested and in some cases damaged. That has been painful and at times exhausting. But facing that honestly is how we begin to heal it.
This year also brought moments that were deeply personal for me. There was a time when I had to step back from my role as Koru because my mental health would not allow me to continue in the way Hokoria deserves. That was not an easy thing to admit and it was not an easy thing to live through. In that moment, Sakura I stepped forward. They did so with calm, kindness and real care for this nation. They kept Hokoria steady when we needed it most and I want to thank them publicly and sincerely. I am still on my own mental health journey and I share that not for sympathy but because leadership must leave room for being human.
How nations respond in moments of change says a great deal about who they are.
Cycoldia chose distance. They were once our greatest ally, but now our relationship with them has become more difficult. This change did not happen without reason. Their leadership refused to acknowledge Sakura’s succession and in doing so caused an international incident that could not be brushed aside. Communication has broken down and cooperation has grown strained. We kept doors open for as long as we could, but respect must go both ways. Hokoria will always choose honesty over comfort and principle over convenience.
Curnon chose respect. Yesterday, they marked the anniversary of their independence from the United States. Since 31 December 2022, they have grown into their sovereignty with confidence and heart and our friendship has only grown stronger. We have stood closer together through challenges, including the events surrounding Operation Pretzel. Hokoria stands with its allies, we stand for strong institutions and we stand for accountability. Curnon is our friend and we stand with them.
Here at home, our politics have also changed in a way that matters. After the August 2025 general election, we found ourselves with a one party Assembly. That raised difficult questions about balance and scrutiny. The December 2025 snap election changed that. We now have a strong opposition and that is a healthy thing. It means debate. It means challenge. It means that no one gets too comfortable and that the people’s voices are better represented.
Across the world, though, we are seeing something deeply worrying. Governments, including those in the United Kingdom and the United States, are pushing harder against migrants and LGBTQ+ people. Trans people in particular are being used as political targets. Migrants are blamed for problems they did not create. These words do real harm. They make people feel unsafe in their own homes and in their own countries. Hokoria will not follow that path. We choose to be a welcoming nation. We choose to protect queer and trans lives. We choose compassion over cruelty.
We also have to be honest about power. The United States continues to shape politics far beyond its borders, especially in Europe. Alliances matter, but no country should feel it has to trade its values for approval. Europe must be able to stand on its own feet and speak with its own voice. We cannot afford to step back when human rights and self determination are on the line.
At the same time, antisemitism and Islamophobia are becoming louder and more visible. These hatreds have never truly gone away, but they are being spoken more openly again. Hokoria stands against this completely. Jewish and Muslim communities deserve safety, dignity and respect. Always.
We cannot talk about this year without speaking about Hong Kong. The Tai Po fire was a heartbreaking tragedy. But it also exposed deeper problems. Years of political control by Beijing have stripped away accountability, weakened safety oversight, silenced journalists and crushed peaceful protest. The Hong Kong government has chosen loyalty to Beijing over responsibility to its own people. We must say this clearly and without hesitation: what is happening in Hong Kong is wrong. Hokoria stands with the people of Hong Kong.
As we step into 2026, what I want most is for Hokoria to stand together. To stand with our allies. To not be afraid to speak out when something is wrong. To be proud of who we are, of our cultures, of our communities and of the values that bind us.
I believe deeply in this nation and in the people who make it what it is. And I believe that if we hold onto one another, we can face whatever comes next together.
The Ministry of Foreign Affairs has shared a co-statement with the Prime Minister’s Office and Koru’s Office on the occassion of the third anniversary of the Unitary Republic of Curnon.
The Hokorian Government extends its congratulations to the Unitary Republic of Curnon, a close ally of the Hokorian State, on the occasion of the third anniversary of its foundation and independence from the United States.
Relations between our nations have only grown stronger over the last year, with the recent co-founding of the International Union of Cooperation and Communities alongside Arbores and Bushistan.
We are proud that many Hokorians share dual citizenship in both Hokoria and Curnon, a testimant to the close bond our nations share with each other.
We wish the Curno people have a great independence day.

The Hokorian State and Kingdom of Salanda have restored bilateral recognition, after it was terminated on October 17, 2023.
In a letter to the King of Salanda, the Koru expressed that “it is [their] hope that we can set an example to the community that even two nations with such significant differences in official policy can have relations rooted in respect for each other’s culture, understanding of each other’s sovereignty and a tolerance for each other’s policies and opinions”.
The Ministry of Digital Development has restored all public releases between April 2023 and August 2024.
Now available on the hokoriaogov.net site, this change is a huge step towards preserving Hokoria’s history and ensuring that records about Hokoria’s past are both easy to find and easy to scrutinise.
At this time, only releases between August 2024 and November 2024 are missing. The Ministry of Digital Development is working to locate and publish all missing content.
Their Majesty the Koru, Willow I, held a call with Grand Premier, Asa Ward, of Curnon on Sunday evening. The pair discussed foreign intervention and Hokoria committed to appointing an Ambassador.
The pair also discussed Pontunian hostility towards Curnon and irresponsible statements by the Pontunian monarch that risk further discourse between the two nations. The topic of an alleged mass exodus in Curnon was also brought up and Willow I expressed their concern towards Pontunian involvement in Curnon.
Both agreed that the actions and statements by the Pontunian monarch are concerning and Willow I committed to monitoring the situation and further engaging on how Hokoria can diplomatically support Curnon.
Willow I shared Hokoria’s recent developments in transgender rights, including through making it easier for Hokorians to change their registered gender. Both agreed to further cooperate with Arbores on the International Pride Support Group (IPSG) as a priority to counter homophobia and transphobia. The pair applauded Bushistan for their recent progression on LGBTQ+ rights and urge its President to go further by permitting and recognising same sex marriage.
Their Majesty the Koru, Willow I is announcing that a snap election will be taking place in December 2025.
Under the Constitution of the Hokorian State, I may dissolve the Assembly and call a snap election. I have consulted with the Prime Minister and the Speaker of the Assembly and have made the decision to use this power and will hold a snap election.
I am highly concerned by the lack of activity from the Assembly and am calling this new election to revitalise our legislature. I am also using this election as an opportunity to allow new people to become involved in our politics by allowing citizenship applications to register before their application is reviewed, and by resuming political party registrations.
Political party applications are open now and will remain that way indefinitely. Candidate registrations are open now and will close on December 15, 2025. Voting will commence on December 16, 2025 and will close on December 19, 2025.
The Assembly will not be dissolved until the completion of any business after December 8, 2025.
His Excellency the Prime Minister, Christopher Slant, has proposed a bill that guarantees the legal recognition of gender identity and protections from discrimination.
Part of the Ministry of Culture and Engagement’s recently announced plans to create a legal process for gender recognition, the Bill recognises four legal statuses:
- Male,
- Female,
- Non-binary,
- Intersex.
It will allow citizens to self-identify their gender identity as long as their request is genuine.
The Bill also prohibits the Government from recording biological sexes, with gender identity superceding biological sex under law, whilst still protecting everyone from discrimination based on their gender identity and biological sex.
The Bill also:
- Ensures everyone’s right to access care and services based on both biological sex-based and gender identity-based needs,
- Prohibits anyone from being forced to declare their biological sex or transgender status,
- Ensures intersex children cannot go through non-essential medical interventions intended to alter sex characteristics unless they are capable of providing informed consent.
The Koru’s Office has launched the Gender Identification Change Service to make it easier for citizens to update their recorded gender identity in the Registry of Citizens.
The recorded gender identity in the Registry of Citizens is the gender that citizens are recognised as by the Koru’s Office and Government.
Citizens can self-identify their gender, with the Ministry of Culture and Engagement recently announcing plans to create a legal process for gender recognition which will further strengthen the rights of transgender people within Hokoria.
The Ministry of Culture and Engagement has shared its plans for the next few months, as it works to create an inclusive and thriving Hokoria.
The plans, by Their Royal Highness the Minister for Culture and Engagement, Sakura Walsh are to:
- Create an inclusive space for people to connect in
- Facilitate the expression of different types of views
- Foster new connections with fellow unrecognised states
- Help Hokorians connect with the Government and each other
- Provide support for those of all genders, sexualities, religions and races
- Support and strengthening human rights
- Keep people up to date about what’s going on around them
The Ministry of Culture and Engagement will be working closely with the Hokorian Assembly to write new laws protecting communities. The laws will ensure protection against gender and sexuality based discrimination, create a legal process for gender recognition and name changes and to protect against race and religion based discrimination.
It will also work closely with the Ministry of Foreign Affairs to engage with other nations with similar goals and principles to Hokoria.
The Ministry will also be focusing on getting information across to Hokorians.
The Koru’s Office and the Prime Minister’s Office have shared their statements for Transgender Day of Remembrance.
Their Majesty the Koru, Willow I said:
Today, take a moment to honour the trans lives that have been lost to hatred, violence and neglect. This day is a reminder of the people who should still be with us and of the prejudice that many continue to face just being themselves.
As Koru, I want to make it clear that every trans person in Hokoria deserves safety, dignity and the freedom to live openly. We stand with our trans citizens and commit ourselves to building a society where no person has to fear being who they are.
May their memories guide us towards something better.
His Excellency the Prime Minister, Christopher Slant said:
As the sun rises, the world enters another day. But this is not just any day- this is 20th November, the transgender day of remembrance.
26 years ago today, this day was founded by a group of trangender individuals, in memory of a few victims of hate crimes the few years prior. That they wanted the world to know that there are terrible people who murder for what they were, purely for something that did not even concern them. “Christ willed it,” they said. Christ did, in fact, not will it.
It seems to me that the world has both advanced a lot and regressed a lot in 26 years. Paradoxically, when transgender individuals can finally be proud to have persevered through all the hardship, the hardships just keep becoming more perilous. Transphobia is rampant and can be expressed freely for some reason. The deaths of Brianna Ghey and Alexa Luciano Ruiz, both in “progressive” nations, just showed us that the struggle is not over.
Transgender folks are one of us. They are humans, and they deserve to live as they would. “Trans rights are human rights” is more than just a slogan; it is a promise. Hate has no place in the world, and certainly not in Hokoria; we will continue to bring on the struggle for the rights of every person, until we are all free.
Until then, we will never stop fighting.
The Ministry of Digital Development has completed a redesign of the hokoriagov.net site, making the site easier to navigate on mobile devices and making the site align with the Government’s brand guidelines.

The Hokorian State has long stood firm agaianst fascism, bigotry and conflict- in fact, it’s one of our principles. We believe that fascism has no place in our society and wholeheartedly support global anti-fascist movements.
Particuarly in the 2024 far-right riots across the United Kingdom, we supported Unite Against Fascism and Stand Up To Racism’s efforts.
Fascism is extremely difficult to define, but in essence it is a far-right, authoritarian and ultranationalist political ideology and movement- if you’re concerned by anti-fascism, oppose anti-fascism or identify as a fascist yourself then you have no place within Hokoria.
Earlier this week, the Ministry of Digital Development indefinitely suspended services to Stret Merdhin and Trevethan.
In a statement, Their Majesty the Koru, and Minister for Digital Development, Willow I said:
The decision was made on November 11 to suspend services to Stret Merdhin and Trevethan.
Before this time, the Ministry generously offered web hosting, email handling and DNS services to the governments of Stret Merdhin and Trevethan under an informal arrangement.
It is the MDD’s responsibility to act in the nation’s best interest and we no longer felt that it was in our best interest to provide services to Stret Merdhin and Trevethan.
A set of terms and conditions for MDD services has also been published, applicable to new clients of the MDD.

The Ministry of Justice and Enforcement has opened applications for citizens to become Judges of the High Court of Justice.
To become a Judge, individuals must:
- Be Hokorian citizens,
- Be aged 17 or over,
- Be familiar with, or agree to familiarise themselves with, the practice and area of the High Court of Justice, the laws of the state and the appropriate penalties for crimes.
Anyone interested may apply through the Judge (HCJ) Application Service.
The Hokorian Criminal and Civil Court Act, 2025 has been passed by the Hokorian Assembly and granted assent by the Koru.
The Act, proposed by Aurora d’Orléans MA repeals the Koru’s Court Act, 2025 and replaces the Koru’s Court with two new courts- the Court of the Star Chamber and the High Court of Justice.
The Court of the Star Chamber is responsible for criminal preceedings, whereas the High Court of Justice is responsible for civil preceedings.
The Koru is supporting the Royal British Legion’s poppy appeal this year.
Their Majesty the Koru, Willow I, said:
I’m proud to support the poppy appeal this year, as I have done, though less publicly for years. For me, the poppy is a non-political symbol of remembering and respecting those who have died in military service.
Having seen disappointing attempts to politicise it, I find it more important than ever to express my support for this amazing initiative that raises money to support serving and former servicepeople and their families.
Especially in Commonwealth countries, poppies are a common symbol of rememberance and respect for those who die whilst serving in the armed forces.

His Excellency the Prime Minister, Christopher Slant, shares the following statement for Hokoria Day 2025:
I am still finding the right word to describe this as I write- the feeling in my heart as Hokoria marches on in its current incarnation.
I am really proud to see that Hokoria stands strong till this day. The journey was certainly tumultuous- a turbulent sea with its surging waves- but we persisted. Despite everything that has happened, we came out as a whole, a phoenix risen from the ashes. We learnt, albeit painfully, that some people will turn against you for what they claim is “for your own good”. We learnt how to bond together when cracks form, when some try to destruct us from the inside and the outside. We learnt how to defend against subversion, when it presents itself to us as legitimacy; but most importantly, we learnt how to protect our own values, ones that guided us from the formation of Hokoria until now: unity, self-determination and pride.
That’s when I realise- pride- that’s what I felt when I started writing. I couldn’t help but think about the name “Hokoria”. Hokoria- Land of the Pride- the nation we are proud of. I am proud of being a Hokorian and I am even prouder of being a servant to the Hokorian. We, the Hokorian State, has stood tall for a year and we will stand forever more and we will stand with pride.

Their Majesty the Koru, Willow I, shares the following statement for Hokoria Day 2025:
Hokorians- today marks one year since the founding of the Hokorian State as we know it, and what a year it has been.
I find myself reflecting a lot on where I was a year ago, and what has changed since then. I was proudly touring the monarch of a nation that was then close to us, our ties thought to be unbreakable, but time showing that this was not the case.
The people who call themselves Hokorian, the nations we consider our friends, the entire structure of our government, everything feels much different.
I am currently in Kraków, where earlier today I helped establish a new republic- the Republic of Vistaria. This independent nation carries forward the same ideals that gave life to Hokoria- self-determination, unity, and pride.
But as I reflect on Hokoria’s own growth, I can’t help but think about the wider world around us. When I landed yesterday, the sight of the Ukrainian presidential plane was a stark reminder that a war is only a coach ride away- that millions remain displaced by conflict, that thousands have lost their lives in the past year and that suffering continues.
Hokoria will never solve any of that, but it gives me hope that people can build the community and the future that they find most desirable.
The name ‘Hokoria’ itself derives from ‘pride’, and I am extremely proud of the Hokoria we have today. I know that a year from now, that the pride I have in what we have created will only be greater.
The Koru’s Office has published its policy on AI’s use in Government, binding to the Government, Koru’s Office and the Assembly.
The policy prohibits using AI-generated content in officially published materials and in responding to public queries, also allowing organisations to expand on the policy and prohibit using AI for all internal resources.

Across the world, the use of artificial intelligence has risen dramatically- this policy mandates that AI is only used responsibly in our public affairs.
Their Majesty the Koru, Willow I said:
Today marks two years since the horrific October 7 attacks where people, including civilians, were killed and captured by Hamas.
The attacks triggered what we know today as the Israel-Hamas war, and became a massive part of Israel’s ongoing genocide against Palestinians, also resulting in more incidents of antisemitism and islamophobic hate around the globe.
I’m pleased to hear of a plan being negotiated which could secure the release of the remaining hostages, twenty out of around fourty believed to still be alive, and the disarming of Hamas.
Today will be a day of reflection for millions around the world, we join all victims- Israeli, Palestinian and other nationalities, in their remembrance.
The Koru has issued the Civil Standards Order to establish the foundational standards for time, measurement, language, civil format and related systems.
Their Majesty the Koru, Willow I said:
Through issuing this order, we can ensure that the Hokorian State remains consistant with everything from timezones and date formatting to what a working day is and when our national holidays are.
The Hokorian State will become a founding member of the International Pride Support Group (IPSG), the Prime Minister’s Office is pleased to share.
The Prime Minister’s Office, Ministry of Foreign Affairs and the Koru’s Office said:
The Hokorian State has always been a place that is built around equality, empowerment, respect and anti-fascism. Those principles have been at the core of the nation since its foundation back in April 2022.
Today, more than ever, we see vile hatred being spread and societies becoming more and more divided. One community in particular that is being attacked is the LGBTQIA+ community.
This is why we’re pleased to share that Hokoria will become a founding member of the International Pride Support Group (IPSG), alongside Curnon and Arbores, to help combat hate and protect the LGBTQIA+ people in our societies.
We look forward to working alongside Grand Premier Asa Ward of Curnon and President Mintz of Arbores.
The Koru will also sign the Joan Convention at the request of the Prime Minister, a convention to protect LGBTQIA+ people and their rights, after Hokoria withdrew by technicality following major constitutional reforms.
At the end of August, the Ministry of Foreign Affairs released a statement about standing firm on our principles abroad.
The Hokorian State has formally recognised ten soon-to-be founding members of the Organization of Unrecognized States.
Their Majesty the Koru has written to the heads of states of each nation informing them of the Prime Minister’s decision and expressing the Government’s desire to establish formal relations with every state.

The ORUS is set to be formally established later today on September 28, 2025.
As many of you will know, my Office has been in negotiations with this Council for Trevethan to become a province of the Hokorian State and for this Council to become a provincial government under the recently passed Provincial Governments Act.
This has been the result and hard work of myself, the Hokorian Government, the Hokorian Assembly and the Councillors here in Trevethan. It is not necessary that the Council, Government and my Office see eye to eye on every matter, the Provincial Governments Act makes provisions to allow you to enact your own law, policy and govern exactly how you want to govern.
However, following over a month of negotiations and discussions, I and the Government do not believe that you have a sustainable place as a provincial government at this time. We believe that Trevethan is likely to secede and do not believe that in your current state, we can fulfil our part of the Trevethan Agreement. Trevethan recently became formalised as a Hokorian province following a constitutional order issued just yesterday.
The Prime Minister has informed me that he intends to withdraw his motion to establish a provincial government for Trevethan. The Council may continue to operate on the same basis as it previously has, but its place will not be formalised until further discussions and negotiations have taken place that solidify Trevethan’s place as a Hokorian province.
I understand that this may be disappointing or angering for some who have worked to formalise Trevethan’s place within Hokoria- you, the Council, have the power to choose whether you become Hokorian or not. Let’s make this extended period of dialogue between the Council and the Government count to make sure that we all get an outcome that we are happy with.
The Koru’s Office has officially launched the Freedom of Information Service, a service to allow Hokorians to request information and data from the Government, Assembly and Koru’s Office.
The online service builds on the existing email service for requests, including setting out clear requirements for requests.

The new service makes Government even more transparent and ensures that there are guidelines in place setting out what can be requested to ensure that people’s information are always protected and that the Government’s time is not wasted.
It gives power to the people to request any information and data that the Government has not already published.

The Koru’s Office has shared a statement regarding the status of Trevethan as a province of the Hokorian State.
Their Majesty the Koru, Willow I said:
My office, alongside the Prime Minister’s Office, has been in negotiations with the leader of Trevethan for it to be incorporated as a province of the Hokorian State.
This was first announced on August 24, 2025. Since then, a Provincial Governments Bill has been drafted and voluntarily shared with the Serenian and Trevethan leaders as part of the consultation process.
The Bill recently became a point of dispute with the Trevethan leader, who is currently refusing to engage with the Prime Minister’s Office after my withdrawal from negotiations for personal reasons.
We have already compromised in various areas when negotiating the Bill, and I urge the Trevethan leader to work with the Prime Minister’s Office in a meaningful and respectable way to find further compromise on their end, as it is the only way that the Trevethan Agreement can be fulfilled.
My Office and the Prime Minister’s Office will be looking into whether it is appropriate to continue providing services for Trevethan as we have been doing for weeks, including their website which is one of their few (and one of their most critical) methods of external communication and information sharing, and whether it is appropriate for my Office to cease plans to incorporate Trevethan as a province at all.
Their Majesty the Koru, Willow I, will attend the Micro Euro Summit (MES) 2026 in Brno.
Hosted and organised by the United Republic of Obscurium and the Parliamentary Monarchy of Duckionary, the Micro Euro Summit is a summit of leaders and officials of self-declared states that face limited or no international recognition, such as Hokoria.
This will be the second multinational summit of a Hokorian official, after a summit of Hong Kong micronationalists attended by His Excellency the Prime Minister, Christopher Slant, in July 2025.

I’m looking forward to attending the Micro Euro Summit in Brno, my first multinational summit, and meeting fellow respectable leaders and officials of self-declared states.

The Hokorian Koru of the Hokorian State and the Curno Grand Premier have signed a diplomatic agreement reestablishing formal relations between the two nations.
Their Majesty the Koru, Willow I said:
I’m pleased to share that Hokoria and the Unitary Republic of Curnon have reestablished formal relations through a new agreement.
Our two nations first came together in 2023, and despite a brief pause due to changes at home, our friendship has remained strong. Curnon has stood with us as an ally, and this agreement puts our cooperation back on firm ground.
Many Hokorians have ties to Curnon, and I’m confident this renewed partnership will serve both our peoples well.
Hokoria first recognised Curnon in November 2023. Later in December 2023, the two nations signed the first agreement together. In 2025, Curnon’s Parliament voted in favour of establishing an allyship with the Hokorian State.
The latest agreement reestablishes formalised relations which were terminated due to a legal technicality following constitutional reforms in Hokoria.
The Prime Minister is pleased to announce his Cabinet, following his formal reappointment on August 29, 2025.

The Members of the Assembly have taken their seats after the Koru of the Hokorian State opened the session of the Hokorian Assembly on August 29, 2025.
During the opening, Their Majesty the Koru, Willow I said:
I am extremely excited to open the first Hokorian Assembly under our amended Second Constitution of the Hokorian State. This is no insignificant affair or something just for show- every single one of you have been elected as a part of Hokoria’s democracy. Without this democracy, we would have a dangerous nation.
Every Hokorian deserves to have a say in our affairs, and I entrust each and every one of you to represent this nation and represent your fellow Hokorians with respect, with pride and with a desire to help Hokoria grow and develop as a nation.
It’s important that Hokoria isn’t based solely around me as the Koru of the Hokorian State, and whilst I am responsible for many ceremonial and direct affairs of this nation, the people’s say is highly important.

Appointment of the Prime Minister
The Honourable Christopher Slant was also internally elected by the Rose Party, an independent coalition among Members of the Assembly and became the Prime Minister under the Constitution. He continues to serve as the Prime Minister, no longer in interim.
His Execellency the Prime Minister, Christopher Slant said:
We stand today to celebrate not a victory of a party but a victory of the people; not an election of a man but an election for the whole nation; not a symbol for an end but a symbol for a beginning.
I would like to take a moment to examine how much the world has changed since the start of my last term. We had had a rough time in the last few months: nations breaking promises, foreign subversion, internal strife, the month of three Korus, and a long, long term of stagnation. It seemed that the nation’s way out will be arduous and almost impossible at times.
But we persisted.
We persisted against the ever burning flames, against the relentless storms; we stood firm when the sky was manifested by clouds of uncertainly, and when the ground rumbled with the voice of an invisible hand trying to tear the nation apart.
And that, is what we will continue to do. We will make our stand in this world.
I dare not forget that when I first joined Hokoria, I was a newbie to the world of independent nations. I never thought I would be playing such a detrimental role in this place, so I swore to myself that I would stand with Hokoria forever.
That I called honour.
Today, I promise all of you, that we shall be defending our values to the very last person. Outside this save haven we call Hokoria, there is a vast, turbulent sea of malice and people who wish to undermine our very foundation. Our values- empowerment, equality, empathy- which we had established since the very beginning of our nation, shall never be compromised.
To our allies that had stood with us through various crises, I promise that we shall remain loyal forevermore. United we shall fight for our liberty. Divided none of us can survive the violent wave that is forming.
To the nations we welcome to the united frontline for the people, I promise that we shall join in the grand crusade against the rising threat of fascism and tyranny. We may not agree on everything as far as we can tell, but we all aspire to conserve our own freedoms and we shall set our differences aside for this join venture.
To those to wish to see our downfall, I promise that we shall take every step to reconcile and declare true peace between our nations. However, when time comes, we will eventually take the necessary actions to protect our people.
To the people of Hokoria, I promise you that I will lead the nation into glory once again. I promise that Hokoria will see a new era of activity that matches what we had before. The nation will return to the world stage, and we will be the masters of ourselves, completely free of foreign control.
Internally, I plan to expand our already vast and vibrant community, increasing engagement, as well as implementing more laws and orders that will benefit our people. The fact that we are a small nation does not hinder my ambition to create an equal state with protections for minorities and the less advantaged. To achieve this, we must take our first steps and continue to be an inclusive nation as well as uniting with our allies to allow our ideas to spread.
Externally, I will continue my policy of extending diplomatic relationships to many more nations. With the recent establishment of relations with nations from all over the world, I fully expect to see Hokoria more integrated into different circles, bringing nations around the globe together. Our strategy for diplomacy will be to pursue stronger cooperation between nations, and a position to influence world politics to stand with liberty and the values of our people.
I pledge to you.
As the sun rises over Hokoria, we will stand strong, and we will stand for the people.
Appointment of the Speaker
The Honourable Aurora d’Orléans was elected by private ballot as the Speaker of the Assembly, having a majority of votes by the Members of the Assembly.
The Honourable Speaker of the Assembly, Aurora d’Orléans said:
I thank my colleagues for this wonderful opportunity to serve as the speaker for the 1st Hokorian Assembly. So early into the speakership election to receive a result like this before all votes are cast is nothing short of astounding and demonstrates the dedication all elected members are willing to put forth to make this term one for the history books.
I sincerely thank those who supported me; and those who went out to vote for all of the candidates in this crucial race that saw over half of the assembly stand in contention for the speakership.
I am hoping in the coming days and weeks to work closely with my peers who also ran in the race to propose a series of comprehensive standing orders and to set about establishing an Office of the Speaker under the law to create a Deputy Speaker and a Clerk position as and when needed.
The Ministry of Foreign Affairs has released a statement reaffirming the Hokorian State’s commitment to human rights, equality, and principled foreign relations.
The Hokorian State is a nation built on the values of empowering people to make decisions about themselves and standing against fascism, bigotry and conflict.
As such, it would be highly inappropriate for this Government to engage with foreign nations and governments that do not share these values and actively go against them.
We take a firm stance against anti-LGBTQ+, pro-Russian and alt-right sentiments and will not entertain relations with any nation or government that promotes hatred, intolerance, authoritarianism or the erosion of human rights.
Our foreign policy is rooted in solidarity with free peoples and communities striving for equality, justice and peace. Hokoria will work alongside nations, organisations and movements that champion inclusivity, uphold international law and respect the dignity of all individuals.
Wherever possible, we will use our voice on the international stage, particuarly among other unrecognised states, to call out oppression and to support those resisting authoritarian rule, discrimination and violence.
This Government is committed to building a world in which cooperation is guided not by fear or power, but by mutual respect, liberty and shared humanity.
The Hokorian State and the Holy Theodorian Reich have signed a joint declaration to establish formal diplomatic relations.
His Excellency the Prime Minister, Christopher Slant said:
The Holy Theodorian Reich is a prominent nation, is very involved in international affairs, and very integrated with other nations. The enhancement of diplomatic affairs between our nations will greatly benefit us both, furthering our nation’s development.
This joyous occasion marks a milestone in Hokoria’s integration into the Chinese micronational community. With this affair, we will undoubtedly be able to further cooperate with other nations and prosper under one united banner.
The joint declaration signed between Hokoria and Theodoria The Hokorian State has become a member of the Organization of Unrecognized States, after the Koru ratified its Covenant.
The organisation exists to:
- Represent the community of unrecognised states in the international community and unto the general public;
- Foster and sustain ideological and methodological coherence in the lawful practice of statehood that is otherwise unsanctioned by the international community;
- Inspire interconnectedness in the community of unrecognised states;
- Apply and uphold the peremptory and customary norms of international law;
- Advocate for the democratization of sovereignty, and that the same be enacted only with respect to public international law, human rights and democracy;
- And to do all of the above with minimal attention to matters of internal governance.
Their Majesty the Koru, Willow I said:
We’re pleased to be a founding member of the Organization of Unrecognized States, and to stand alongside others who, just like us, are building nations with dignity, democracy, and hope.
This Covenant affirms that we are not unseen and that our voices are stronger together.
The Ministry of Foreign Affairs’ formal delegation consists of Their Majesty the Koru, Willow I as Hokoria’s Chief Delegate and with His Excellency the Prime Minister, Christopher Slant as another Delegate.

Hokorian Serenia
The Koru’s Office is pleased to announce that it will work towards giving greater autonomy to Hokorian Serenia, currently one of two provinces of the Hokorian State.
Serenia (formerly Atlantis) was first incorporated as a territory through the Agreement of Atlantis in March 2024, in an agreement between Koro-Emeritus Arōnis nan Rūvas and then President of Atlantis Christopher Slant.
A new body will be created called the Serenian Council, which will have legislative powers for the province and will be tasked with governing Hokorian Serenia.
As part of the plans, Slant will be appointed as the Koru’s Chief Officer for Hokorian Serenia. The Chief Officer will be responsible for the oversight of the Serenian Council’s functions.
The plans also specify new arrangements for a Serenian withdrawal from the Hokorian State, a right that was imposed by nan Rūvas when the first agreement was signed. A withdrawal would now require the unanimous vote of a legislature established within the Serenian Council, the agreement of the Koru’s Chief Officer for Hokorian Serenia and the agreement of the Koru of the Hokorian State.
‘Hokorian Trevethan’
The Koru’s Office is also able to announce that it has signed an agreement with the President (Lewydhes) of the Trevethan Gwerinlywodraeth, Ellie Penhollow, to incorporate it as a province of the Hokorian State.
Once declared, it will be given similar arrangements to Hokorian Serenia with a Trevethan Council and with Ellie Penhollow as the Koru’s Chief Officer for Hokorian Trevethan.
The 1st Hokorian Assembly has been announced following the conclusion of the August 2025 general election by the Koru’s Office.

The Koru of the Hokorian State has appointed Plamen Iliev as an Electoral Officer within the Koru’s Office.
This follows the Koru’s enactment of the Electoral Officer Order on August 19, 2025. Iliev will support the Koru’s Office with the calculation of results for elections.
Candidate registrations have now closed for the August 2025 general election, with the Koru’s Office now being able to share the finalised details of polling.

Voters can join the WeAreHokoria Discord community to learn more about the candidates and to interact with them.
About polling
Polling (voting) for the August 2025 general election will take place digitally between August 18, 2025 and August 20, 2025.
Voters can use the Voting Service (available from when polling opens) to submit their ballots and to share their updated details as announced earlier this week by the Koru’s Office. Emails will also be sent out to every citizen with a reminder to vote.
Voters will need their NIC (National Identification Codes) to vote. If they do not have this, they should email ‘[email protected]’.
The ballot will ask voters to rank candidates in order, with the first candidate being their most favourite to be elected and their last candidate being their least favourite to be elected.
About the results
The results will be shared by the Koru's Office here on www.hokoriagov.net/, in the WeAreHokoria Discord community, on Twitter/X, on Bluesky, on Instagram and on Facebook.
The Koru’s Office is launching a details re-collection programme, aiming to collect updated details from Hokorians for the registry of citizens.
The programme is set to launch on polling day for the August 2025 general election, with the re-collection being part of the ballot.
Citizens will be asked to provide:
- Their date of birth
- Their gender identity
- Their country and town of birth
- Their country and town of residence
- Their marital status
- Their other nationalities
The voting and detail re-collection parts of ballots will be submitted seperately in order to ensure that this data is not directly associated with people’s ballots.

Re-collection is an important duty that my Office must follow by law, as it’s key that we have up to date records of all Hokorians.
The Ministry of Digital Development has launched an instance of Nextcloud for use by all Government organisations and related bodies.
Now rolled out to all staff, the Government will use Nextcloud for communications, file sharing and editing and more.
The Minister for Digital Development, Willow I said:
We’re pleased to have rolled out Nextcloud for Government use, following weeks of testing and setup. The new service will allow Ministries to have greater control over their data and it gives us greater peace of mind that we can have control over our own files without relying on services such as Drive.
Nextcloud is a great solution for everything we need as it combines everything in one place, giving our staff the tools they need.
Candidate registrations have now opened in the August 2025 general election for the Hokorian Assembly. Available to be completed online, any eligible Hokorian can now run to become a Member of the Assembly.
Registrations will be open between August 11 and August 17 and can be done online using the Candidate Registration Service.

The Koru’s Office has established a new Koru’s Court to hear both civil and criminal cases. The Court is a temporary body that will hear cases until permenant civil and criminal courts are formed by the Government.

The Koru’s Court marks the first time in the nation’s history that we have a functioning justice system that will work for both the Government and the people.
I’m pleased to have finally been able to impliment it as a temporary body, and I look forward to working with the Prime Minister and Minister for Justice and Enforcement in forming a permenant body that can hear civil and criminal cases in an impartial manner.
The Court is already open to criminal charge filings from the Koru’s Office and the Ministry of Justice and Enforcement. The opening to civil filings is expected to be announced by the Koru’s Office in the coming days.

The Koru’s Office is pleased to announce the details of the August 2025 general election for the Hokorian Assembly.
Party registrations are currently open and can be submitted through the Party Registration Service. Candidate registrations will open on August 11, 2025 and close on August 17, 2025.
Parties registered before August 1, 2025 are no longer registered following the constitutional reforms. Any political parties wishing to send candidates to run in the August 2025 general election will need to register again, following the Koru’s Party Guidelines.
Polling in the August 2025 general election will open on the August 18, 2025 and will end on August 20, 2025.

His Excellency Christopher Slant has been appointed as the Interim Prime Minister of the Hokorian State, and Their Royal Highness Sakura Walsh has been appointed as the Interim Deputy Prime Minister.
The two continue their positions from before the Koru’s constitutional reforms, and will serve until a new Prime Minister has been elected.
The Koru’s Office is pleased to announce that it has completed the constitutional reforms and has passed the new Constitution of the Hokorian State through the (now dissolved) Constitutional Council.
Their Majesty the Koru, Willow I said:
It’s great to be able to complete the promised reforms, after weeks of working with my advisors.
The new constitution is unlike our previous ones, as this time it is here to stay. It has flexibility and detail that will allow it to stay in place for years to come and strengthens Hokoria’s democracy and security.
Under the Government Establishment Order, His Excellency Christopher Slant will stay as the Prime Minister in interim until the next Prime Minister is elected.

Earlier tonight, the Koru had a call with the Unitary Republic of Curnon’s Grand Premier, Asa Ward.
The two discussed domestic issues in both Hokoria and Curnon, including foreign interference into domestic affairs, and the committments by both nations to strengthen Hokoria-Curnon relations.
Their Majesty the Koru, Willow I, has issued Charge Exemption Orders for four Hokorian nationals and one foreign national, granting them immunity from being charged with the the offence of ‘insurrection and sedition’.
The Koru’s Office said:
We have made the decision to exempt five individuals from being charged with specific national security offences. In this case, persuing charges against them in the future was not in the national interest.
We are continuing to work with the Prime Minister’s Office which is actively investigating further violations of national security law from May 20, 2025.
The five individuals, who will not be named publicly, are the first to ever be granted immunity by the Koru’s Office. The exemption orders cover specific offences between a specific time range and are under specific conditions.
The efforts to protect national security are part of Willow I’s action plan as Koru.
Willow I was appointed as the Koru of the Hokorian State early on July 3, 2025 following discussions between the Constitutonal Council, which directly involved Sakura I.
Their Majesty the Koru, Willow I said:
The Hokorian State has faced turbulence over the last few weeks, which has resulted in my return to leadership being nessesary. Early this morning, the Constitutional Council has elected me to become your Koru once again.
This is my third time serving as your leader- and although I wish that it could have been avoided this time around, I have been working throughout the day to create an action plan that I am here to share with you all.
The next week will involve change, as we work to overhaul the current structure which has proved fragile and overly reliant on the Koru.
My changes will involve giving greater power to the people and elected officials, and ensuring that the Hokorian State can survive for years to come. It will make the nation stronger against foreign influence, and it will ensure that the principles that our nation is built around stay at the core of everything we do.
The Koru’s plans
Giving greater power to the people
- The Government will be shut down for a period of time no longer than a week, to allow the Koru’s Office to restructure it to give greater power to elected officials and reduce the need for the Koru to be involved in day-to-day Government work.
- The Assembly will be overhauled to make it a single council system, consisting of officials elected by Hokorian citizens. Provisions will be made to transfer the Constitutional Council’s regency and succession duties elsewhere.
- An election will be held within the next few weeks to elect Members of the Assembly, with eight seats available to be filled. The leader of the party or coalition with the highest number of seats will become the Prime Minister. A Speaker of the Assembly will also be elected internally.
Enforcing the law and protecting security
- A Courts Service will be established to handle criminal and civil cases to ensure that people and organisations can be held to account.
- The Koru’s Office will bring charges to individuals who committed offenses under the National Security Act (2025), particuarly A2.S1 (‘foreign interference’) and A2.S4 (‘insurrection and sedition’).

The Minister of International appointed Christopher Slant as the Ambassador of Asia-Pacific Affairs, delegating him powers of overseeing foreign affairs in the Asia-Pacific region.
The Prime Minister, Christopher Slant has formed the Government Communication Service, a new Government body under the Prime Minister’s Office tasked with sharing information to the public and overseeing all articles by Government organisations.
Their Majesty the Koru, Sakura I and the Secretary of State for International Affairs, Asa Ward have restored the Hokorian State’s recognition of the Cycoldian Imperium.
The Ministry of International Affairs terminated relations and recognition earlier this week citing disregard of, and refusal to recognise, Hokoria’s internal processes and safeguards. The Cycoldian Prime Minister has since started dialogue with Hokorian officials to restore relations.
The Ministry of International Affairs said:
Restoring bilaterial recognition with the Cycoldian Imperium is a key part of the process of getting relations between Hokoria and Cycoldia back on track.
We are continuing to work with the Cycoldian Prime Minister and his team.
The Ministry of International Affairs is concerned by the provocative attacks on Iran by Israel earlier this week, and by the ongoing missile and drone attacks by both Israel and Iran against each other tonight.
The Secretary of State for International Affairs, Asa Ward said:
It’s disappointing to see Israel and Iran, two horrible regimes, sharing missile and drone attacks for the second consecutive night. Both Governments are acting irresponsibly and are causing greater harm to innocent civilians rather than targetting legitimate military targets.
The possibility of third parties becoming involved is also concerning, will only cause greater harm and is an overreach of power. Third parties must keep their militaries out of this crisis and use their influence on the negotiating table instead.
I hope to see an end to the crisis soon.
The Cycoldian Office of the Prime Minister shared a statement this evening, recognising Their Majesty the Koru, Sakura I’s succession of Willow I.

The Ministry of International Affairs, at the express direction of Koru Sakura I, has terminated diplomatic relations with and recognition of the Cycoldian Imperium.
In a statement, Their Majesty’s Office and the Ministry of International Affairs said:
As of June 9, 2025, the Ministry of International Affairs has decided to cease ties with the Cycoldian Imperium at the direction of Their Majesty the Koru, Sakura I.
We are disappointed by the Summi Imperatoria’s reaction to Sakura I’s succession of Willow I as the Koru of the Hokorian State, as well as by Her Imperial Majesty’s disregard of, and refusal to recognise, our internal processes and safeguards.
Their Majesty’s succession of Willow I was met with immediate hostility, accusations of betrayal, and shaming directed solely at Their Majesty. This kind of attitude towards officials will not be tolerated by the Hokorian Government, and is incompatible with the attitude required to maintain meaningful and strong relations between states.
When it comes to llamas, we are completely separate herds.
The Hokorian State no longer recognises the sovereignty or legitimacy of the Cycoldian Imperium and its states.
Sakura I has been elected as the Koru of the Hokorian State after they were unanimously nominated by the Constitutional Council.
With the Koru no longer vacant, the Constitutional Councillors cease acting as Regents and all powers and duties are transferred to Their Majesty.

In September 2023, I resigned from my place as Head of State of the State of Hokoria, as it was then called. I then returned on June 13, 2024 after Arōnis I’s abdication from the Hokorian throne and the Council’s selection of me as his successor.
Today, we find ourselves in a similar but somewhat different place. I have been declared as incapacitated by the Council- a judgement that I agree fully with and thank the Councillors for making. I know that I cannot effectively serve as the Koru of the Hokorian State any longer due to my mental health and to protect my mental wellbeing- but also to protect the prosperity of the Hokorian State.
Although it had been the originally planned arrangement, I will not return as your Koru of the Hokorian State. The Constitutional Council has instead made the decision to appoint a new Koru, a process that I will be involved in and support every step of the way.
It has been truly heartwarming have been treat with kindness throughout my time as your Koru, and I expect that my successor will be treat with the same kindness and support.

The Constitutional Council is now discussing who will be selected as the next Koru, a discussion that Willow I is permitted to be a part of. Any Hokorian national may be selected as the next Koru of the Hokorian State, but must be agreed upon unanimously by the Council.
The Government wishes LGBTQ+ people in Hokoria and around the world a Happy Pride Month 2025 as we enter the month of June.
LGBTQ+ people in particular face challenges that other members of society do not face in their day to day lives, from bureaucratic and administrative issues to hate crime.
As some nations regress and others progress in terms of LGBTQ+ rights, the Hokorian Government stands with every LGBTQ+ person in their fight to live as themselves and in a society fit for everyone.

A vote is taking place in the Constitutional Council that will declare the Koru as incapacitated, which if passed will result in the Council collectively taking the Koru’s powers and functioning as a regency council.

The Koru’s Office has published their policies for governance, a new set of policies that the Government, Assembly and Koru’s Office will work to fulfil by June 2026.

These policies are for the national benefit, and are a key part of my mission to ensure that we can progress further as a nation.
The policies focus on developing as a nation, the rights of nationals, as well as democracy and engagement.
The Koru, Willow I has written an open letter of concern to the delegates and members of the League of Independent Nations (LIN).
Dear whom it may concern,
I am writing to you to make the following points on behalf of the Hokorian State and the delegation of the Hokorian State to the League of Independent Nations.
Since rejoining as a delegate just under 24 hours ago, I have noted various areas of concern in the LIN- primarily my concern about the informal nature of the organisation and the lack of ongoing initiatives within the LIN that contribute meaningfully to the Hokorian State and the wider micronational community.
One example of an informality is the inclusion of a “Question of the Assembly” in an official Agenda document of the organisation. I completely understand the intention of such a thing being included, but I’m concerned that other options haven’t been explored in encouraging many different kinds of discussion.
Another example is the clear lack of understanding of the organisation’s functions from delegations, which I will attribute to a lack of public information and transparency about policies and administrative directives, and resulted in some questionable discussions about the LINSC yesterday evening.
I ask that these concerns are addressed and included as a point of discussion in the upcoming 95th Session.

Koru of the Hokorian StateThe Hokorian delegation to the League of Independent Nations (LIN) has urged the organisation to be more transparent, during the 94th session.
The Koru, Willow I said:
I do believe that making this organisation’s activities available online and in general just showing that we are in fact doing things would be beneficial in attracting new members and proving to the community that we mean business.
The Hokorian representative to a group of nations working to establish a new international organisation has presented the first proposal for how it could function.
Made up of representatives from Hokoria, Stret Merdhin, Curnon and Nenggog’d, the proposal outlines the organisation’s focus being on equality, justice, environmentalism and human rights.

We’re keen to promote a new organisation that will focus specifically on equality, justice, environmentalism and human rights that is fully representative of each nation’s citizens and working hard to ensure that citizens have the rights that they deserve.
